To the Fourth Lo^ifl'ative AsHombly !
of the Turritory of Oklahoma:
Gentlemen: 1 have the honor to Iran.s i
rait herewith for your eonHideration, a f
letter from his excellency, the governor
of Kansas, of dale, February 4, IM)7,
transmitting a copy of senate concurrent'
resolution No. 14, passed by the legisla-
ture of the state of Kansas, inviting the I
legislatures of the territory of Oklahoma
and the state of Texas to j >in with the
legislature of the state of Kansas in the
appointment of a committee of confer
ence, to b* composed of citizens of said
s a.es and territory, whceeduty it shall
b;> to devise means to obtain relief from
the exorbitant freight rates now in effect
to the seaboard of the south.
The resolution meete with mv hearty
approval, and 1 trust same may commend
itself to your honorable bodies, and thai ;
immediate action to carry out its pro-1
visions may be talun, to tho end, that j
the products of OUlahom i may iind!
cheaper transportation to market, and
that reasonable rates may be obtained
on goods shipped into tho territory.
To anyone familiar with the present
ratee.it must be at once apparent that
there is an unjust discrimination i:j favor
of the long haul to the Atlantic sesboard,
and it must be equally apparent that de-
cisive measures to secure an adjustment
of rates are imperatively demanded.
Now that there is a deep water harbor
on the Gulf of Mexico, it is exceedingly

difficult to understand why the products
o Oklahoma and goods purchased from
Without, should traverse so many hun-
dred miles to or from the Atlantic, when
a much shorter and cheaper route cou d
be found.
I have the honor to call your attention
to the fact that the governor of Texas in
response to this request, has reccom-
mended the passage of a similiar roLolu-
tion by the legislature of that state,
Respectfully,
WiI.I.I.\M C.Kbnfkow,
Governor.
