Washington. Feb. 13 — Reading of
the official texts of the notes from
the I'nited States to Germany and
Great Britain developed today an in-
terest among officials and diplomats
In the question of what would be the
nature of the replies from the two
belligerent governments.
That Great Britain would give as-
surances of no intention to sanction
tfie general use of neutral flags by
British merchant ships was the belief
of many officials. But the widest
sort of speculation, based on a variety
of conceptions of Germany's plan in
waging a submarine war on merchant
ships, was heard in which the prob-
able response of the Berlin foreign
office.
What excited most attention in
congress and among diplomats, how
ever, was the serious tone of the notes
even though qualified by the polite
terms of diplomatic usage. The deter-
mination of the United States govern
ment to have the American flag used
only by ships entitled to fly It and
the warning that Germany would be
held "to a strict accountability" If
American lives or vessels were los'
In the attacks on merchant vessels In
the newly prescribed sea zones of war,
were practically the sole topics of dis-
cussion in executive and congressional
quarters
While there were no authorized ex-
pressions, it was evident that the neu-
tral diplomats In general gave both
notes their approval becausg of the
identity of Interest of their govern-
ments and the United States in the
circumstances. The oppsition of a
powerful neutral government to the
practices suggested by the I.usitania
incident or the threatened attacks on
merchant vessels was considered as
likely to have a most beneficial ef-
fect. and there were suggestions that
the argument of the American gov-
ernment would be followed by a joint
protest to both Germany and Great
Britain by the three Scandinavian
countries as well as separate repre
sentations from the other neutrals of
Europe.
Discussing comments upon differ
ences in the two notes, high officials
said the cases were not parallel as
the United States had little ground in
international law or protest for the
occasional use of neutral flag by a
vessel of a belligerent when escaping
capture, and even the objection voiced
against the general misuse of the neu-
tral ensign could be raised only on
general moral principles or on the
ground of un-neighborliness and se-
rious inconvenience rather than on
any definite rule of international law.
As for the communication to Germany,
administration officials who helped
prepare the document emphasized the
point that the American government
proceeded on the firm ground of in-
ternational right, as it has been a long
established principle, they said, based
on innumerable precedents, that a
merchant vessel, without means of
protecting Itself, must be visited first
by an enemy warBhlp and given an
opportunity to surrender or save its
passengers before violence is applied

normal condition.

has been westward, but unlike this
country, the Dominion has a great
territory to the North, which has been
regarded as all but uninhabitable, but

Referring to the promptness of some
people in settling their accounts, Sena-
tor William Alden Smith of Michigan
recalled a little Incident about a party
named Jones.
A few days before Christmas Mr.
Jones was talking with his neighbor,
Brown, when the subject of inter-
changing presents entered into the
conversation.
"Do you mean to say," declared
Brown, In response to a statement
made by Jones, "that all of your

the Dominion Government when it
extends an Invitation to Americans to
assist in developing the resources that
Canada possesses, whether they be
mineral, forest, industrial, commercial
or agriculture. Both countries will
benefit and the United States will be
a gainer by having as a neighbor a
country whose resources are as great
and varied as are those of Canada.
In comparing the United States
along with other nations of the world
in producing and importing food-
stuffs, the Agricultural Outlook pub-
lished by the United States depart-
ment of agriculture says:
The United States In recent years
has been as large an Importer of food-
BtuffB as exporter; therefore she can-
not be classed as a surplus producer
of foodstuffs. This is contrary to pop-
ular impression. It Is true that Bhe
is an exporter of certain articles, but
she is an equally large Importer of
other articles. In this classification
tea and coffee are included with food-
stuffs. In edible grains the produc-
tion 1s 23 per cent more than the
amount retained, the production ot
meats is six per cent more—that
Is, exports of meat equal six per cent
of that retained in the United States
for consumption: the production of
dairy products is 20 per cent more
than consumed; the production of
poultry Is Just about equal to con-
sumption; of vegetables, one per cent
less.
An Investigation into the produc-
tion, imports and exports of food prod-
ucts of various countries indicates
that England produces about 63 per
cent of her food requirements, and
importB (net) about 47 per cent; Bel-
gium produces 57 per cent, and im- I
ports 43 per cent; Germany produces
*8 per cent, and imports 12 per cent; '
France produces 92 per cent, and im
ports eight per cent; Austrla-Hungtlry
produces 98 per cent, and ImportB two
per cent; Russia produces 110 per
cent of her requirements, and exports
an equivalent of about 10 per cent;
Canada produces 23 per cent more
than she consumes; Argentina pro-
duces 48 per cent more than she con-
sumes; the I'nited States produces
practically no more than she con-
sumes (i. e. exports and importa of
foodstuffs almost balance).
