Million Men Soon.
"Our Red Cross must not only care

have had to struggle not only to free
the world from autocracy but to make
thrlr own land a land of liberty. Rus-
sia needs all we can do to strengthen
her courage and to make her feel that
we are Indeed behind her. Our armies
can do little for her. Our Red Cross
alone can take into Russia the message
of hope of help of confidence which
she so terribly neels. The message
must be practical. It must carry deeds
and not merely words; and It Bhould be
carried at once. Probably never before
were so many people ln distress and
asony as In Russia at this very hour.
We can take no more vital step toward
winning this war than to put renewed
heart and strength into Russia."

was 'Safety first' not "Duty first.' They
cared nothing for righteousness. They
cared nothing for humanity. They car-

terest. All they asked was a 'peace'
that makes life worth living.

should be iHiured a heartfelt offering of
thanksgiving that we are permitted to

kind. Our soldiers and sailors will do
their part without flinching; we may
rest assurej of their courage and fidel-
ity. The Red Cross offers to us who

for sacrifice and for help.

sioners to apportion and appraise the
benefits of the lots anil tracts and par-
cels of land by reason of the grading
paving guttering curbing draining anil
otherwise Improving a portion of "D"
street northwest as follows:

nue northwest. Including alley crot-s-
ngs and street Intersections thereon
and constituting Street Improvement
District Number 23 of the City of Ard-
more Oklahoma and have Hied thel.-retsirt.
Now. therefore by order of the mayor
and ' Board of Commissioners of th-
City of Ardmore notice Is given that
at o'clock p. m. on rhe Clth day of
June 1917 the mayor and Board of
Commissioners of the sail City of Ard
more. Oklahoma will hold a spccl.il ses-
sion for the purpose of hearing ar.y com
plaints or objections that may be made
concerning the appraisement and appor
tionment as 'to any of the lots or tracts
of land mentioned in the report of sil l
Board of Appraisers and that on sail

city of Ardmore Oklahoma includ-
ing the alley crossings and street in-
tersections thereon by
grading draining curbing guttering
and paving same. Including the Install-
ing of all manholes catch basins and
necessary drainage pipes and to other-
wise improve the same by placing there-
on proper water connections and that
the public convenience requires such
Improvements.
2. That such Improvements shall con-
sist of:
(a) all necessary water connections;
(h) all manholes catch basins and nec-
essary drainage pipes;
(c) by grading draining curbing gut-
tering and paving same and such Im
provements shall be constructed of a
total width of thirty-six (3-D feet from
outer line to outer line of curb of which
thirtv-one (3D fet shall be construct
ed with a wearing surface of two (2)
inches of rock and asphalt to be laid on
a five (R) Inch concrete base; on either
side of which shall be constructed a con
crete gutter twenty-four (24) inches wide
and a concrete curb six (t' inches ln
thickness.
3. The city engineer is hereby or-
dered to prepare complete anil accurate
specifications and estimates and bring
same at the next regular meeting of
this board of commissioners fur ap
proval.
4. The cost of all said Improvements
including the alley crossings and street
intersections thereon to te paid by spe
cial assessments to be levied against
the lots and tracts of land subject to
assessment therefor under the laws of
the state of Oklahoma and the city char
ter of the city of Ardmore and bonds
issued therefor In accordance with law.
to be taken by the contractor at not
less than par for such Improvements
and tho board of commissioners and
mayor -of Ardmore reserve the right to
sell said bonds to the highest bidder at
not less than par for cash and with the
proceeds thereof pay for such Improve-
ments. 5. That a copy of this resolution be
published for six consecutive Issues In
The Daily Ardmorelte a newspaper of
general circulation within the city of
Ardmore. and the owners of more than
one-half In area of the land liable to
assessment to pay for such Improve-
ments may within fifteen (lays from the
date of the last publication of this res-
olution file with the city clerk their
protest In writing against such improve-
ments and sitid protests will be heard
on Thursday July D 1917. at eight
