All of Shaxespeare's comedies bear
evidence that there ia not a musical
instrument nor a method of produc-
ing the popular musical effect of his
period of which he was unfamiliar.
Nearly always allusions and illustra-
tions and metaphors of this kind
were drawn from sources as familiar
as the problem encountered in the
einging and Instrumental perform-
ance of the "ragtime" and popular
dances of today. There are musical
allusions in all of his comedies and
they are especially numerous Jn
"Twelfth Night." There is a reflec-
tion in all this of the Elizabethan
time when ballads were numerous.
This detail of music has received
careful attention in the production of
the Clifford Devereux company for
the company of twenty-five players in-
cludes a quartette of singers and a
quartette of stringed instruments.
The repertoire for their engagement
at the High school auditorium next
Monday afternoon and night will be
as follows: Monday night "Twelth
Night" Monday matinee "The Com-
edy of Errors."

At the close of an able and lucid
speech in the house of commons to
day. explaining the greatest budget
in the world's history the chancellor
made an interesting comparison with
Gorman finanres declaring that
while Great Britain was raising more
than 3i)00000()i) pounds annually by
taxation the secretary of the German
imperial treasury Dr. Helfferich was
announcing a "doubtful increase" of
21000000 pounds.

Mr. MeKenna indicated his desire t;
avoid anything requiring new macliiri-

For instance he said he had ie-
sisted suggestions for an excessive
increase in the tax on excess war
profit because he considered this
would hava the effect of restricting
trading enterprise. He reminded the
house that firms carrying- a large
business accepted great risks and re-
snonsibilities and needed to build up
good reserves of capital because af
ter the war they would be cilieu
uion to meet strong competition
abroad.
General Tariff Not Considered.
On the nuestion of the general tar
iff which has been the subject of
earnest speculation in political cir
cles Mr. MeKenna put aside anv
idea that the government had yet
been converted to that means for
raising revenues or breaking enemy
competition. On this point he sr.id:

Some time ago the board of city
commissioners decided to enact a now
ordinance to cover the sanitary con-
ditions of the city and commissioner
London was instructed to make in-
vestigation and see what would be
best for the city lie with others of
the commissioners and the mayor has
investigated and inspected the meth-
ods of others cities and they have at
last drafted an ordinance that will Im-
mediately be effective. In speaking
of the matter this morning coimuis-
sioimr London said:
"Sinn 1 became a member ol the
present city administration 1 ha"e
felt that one of the most needed pieces
of legislation th.it could be enacted
would be a law placing in elii ct an up-to-date
sanitary system fur the city
of Ardmore. That some systematic
ar.d effective method of removing and
disposing of the garbage rubbish re-
fuse and other otfeiisive accumula
tions of the city was necessary nas
certainly been evident to every one
who has taken the trouble to look into
the matter.
Willi this end in view I have made
the matter a study for some time;
have by correspondence and personal
investigations examined the methods
used by other cities with a view to
adapting them so far as practicable
to the needs of our own city.
The result of these investigations
has been the preparation of ordinance
No ... known as the health ordinance
which 1 have presented lo the hoard
and wliich after long deliberation lias
been passed and is now about to be put
into operation.
My object in writing this is to call
attention to this law explain some
of its important features and to invite
the Co operation of our citizens In Its
stiCftpKuful operation to the end that
we may have a cleaner healthier and
more attfvtlve Ardmore.
The ordinance creates a board of
health in conforniff y to state law com-
posed of the mayor city physician
sanitary Inspector and a dork the lat-
ter office being filled by t lie city clerk
as ex-offlcio clerk of the board of
health. Thus there is but one salaried
office created by the law sanitary in-
spector. . The board of health shall maintain
an office at the city hall and have ex-
clusive charge of ail matters pertain-
ing to the health and sanitary condi-
tions of the city.
The removal of all garbage rubbish
refuse dead animals and other objec-
tionable or offensive matter may be
done only by the health department or
by the authority of the same.
