and sessions will bo held at the Pun '
American building.

terday. It Includes addresses by i
many of the most famous scientists i
In the world, the congress being con-
cerned almost exclusively wtlh the
scientific phrase of the subject.
This years' congress is the first to
bo convened since that held in Milan,
Italy, in 1913, the world war having
prevented an earlier meeting. Under
the orglnal plans the fifteenth con-1
gress was to have been held in 1915.1
Wifl Anounce Discoveries
The fifteenth congress will be note-1
worthy because of the fact that it is
first to be held In a country where I
the traffic in alcoholic liquor is pro-
hibited by law. A special study^will •
be made of effect of prohibition 111 j
the United States and the effect of i
the great war in connection with al j
coholism in various countries will al-1
he given special attention. Several
n^w discoveries on the relations of
alcoholism to heredity and to mental
and nervous diseases will be an-
nounced for the first time.
The meeting Is under the official
auspices of the United States govern-
ment and Invitations have been Is-
sued to every country with which it
maintains diplomatic relations. To
date. 31 have signified their accept-
ance. The official reception to dele-
gates will be held in the evening of
the opening day of the congress at
the Capital, and will Include the pre-
sentation of a pageant Illustrating
America's progress in the world bat-
tle against alcholism.
The program has three divisions,
scientific, economic and social, but
the coner"ss Itself is a scientific body
interested in the study of alcoholism
as a disease and is officially proclaim-
ed as being without prejudice for or
against any particular method of
dealing with the problem. A number
of national and international organi-
zation and societies will hold meet-
ings here during the meeting ot the
congress.
The wedding takes place after the
first show at the Strand tonffcht.
