iraueuiarK must prove its u«« in ror-
tugal to retain Its benefit, says Omaha
Bee. Ad enterprising Portuguese has
registered for himself In his native
land a large number of American au-
tomobile trademarks, and proposes to
proceed farther and have these recog-
nized at the International trademark
bureau at Berne. This will give him
control of the sale of these machines
In 13 countries, including the South
American countries with which we are
trying to. develop trade. It sounds
like a comic opera situation, but
American automobile manufacturers
are desperately striving to beat this
suave pirate to the registration bu-
reau, knowing that if the^ do not they
must settle with him or carry on a
long and perhaps losing fight In court.
Other American manufacture™ have
suffered in this manner through the
piracy of their trademarks. Portugal
Is not much to look at on the map, but
it contains the germ of great enter-
prise.

People frequently look askance
when they hear some one, bolder per-
haps than the rest, forget the gen-
eral Inauguration of aerial transporta-
tion lines. Still, when the first trolley
vehicle appeared, horse car patrons
were heard to remark that successful
employment of electrical power in such
a connection was a doubtful proposi-
tion. They were no more certain that
the automobile, in its turn, would at-
tain any great degree Of popularity.
Now the electric car is fighting for Its
life, and the automobile for a place to
move along the crowded highways. It
would not be surprising if necessity
should drive Invention soon to find a
way of silencing the doubters and
solving the traffic problem.
Contrary to popular opinion it is not
desirable under present conditions to
increase the speed of freight-carrying
steamships; the despised ocean trainp
Is really a commercial triumph. The
analysis set forth In a paper read be-
fore the Institution of Engineers and
Shipbuilders in Scotland made clear
not long ago that any fast vessel carry-
ing freight in competition with a ship
of very moderate speed suffers the dis-
advantage of higher prime costs. Un-
der current stipulations the most eco-
nomical speed for an ordinary freight-
er is reckoned at about twelve and
one-fourth knots.

obligations or persons holding war-

the state, are urged, in a letter of
Frank C. Carter, state auditor, made
public, here today, to place these
warrants in his hands between now
and the convening of the Eighth legis
lature early in January in order that
he may offer them to the lawmakers
for an appropriation to cancel pay-
ment Unless these warrants are fil-
ed with him before that time, Mr.
lOarter says payment will be annul-
led.
That section of the state constitu-
tion which deals with state warrants
and their payment declares that all
warrants or orders issued by the
state auditor in payment of obliga-
tions of the state that shall for any
cause, remain outstanding or unpaid
for a period o£ one year after funds
are available for their payment, be
deemed revoked and cancelled. The
auditor is then instructed to make
proper entry on the records of his
office and notify the treasurer of the
state of such entries of cancellation
and order the warrants revoked.

Russian women are to be forced to
marry and the regulation of marriage
generally is to be taken over by the
state. The people who started the
most radical government of the hour,
and "of the people," are discovering
that it is the most despotic and far
worse to live under than the govern-
ments of established democracy they
have been trying to overturn as op-
pressive and tyrannical.
