Washington March 10. President
Wilson will take a hand himself in
framing legislation with the new
congress AVith the co-operation of
party leaders in the house and sen-
ate he proiwses to work over tariff
currency and other important meas-
sures even before they are introduc-
ed and to lend the weight of the ad-
ministration to the support of the
bills.
This information and the fact that
the president will endeavor in fo'r-
wardin'g his policies by the use of
personal persuasion not only with
the. members of his own party but
with progressive republicans who are
inclined to bo friendly came today
from those who have talked with him
since his inauguration.
The president does not plan to
makh legislation but expects by sug
gestion and conference to come to an
agreement upon specific measures
with the party leaders.
It has not been determined wheth-
er currency will be taken up at the
special session. It was learned today
that when the president believes the
time is ripe for his legislation he will
call into conference such men as Hep
resentative Glass of Virginia head of
the subcommittee that lias been in
vestigating currency questions to
agree upon the outline of a bill that
would have administration backing.

Such process the president believes
would discourage the flood of indi-
vidual bills usually offered when re-
form legislation is undertaken and
would concentrate the efforts of party
leaders toward some kind of agree
rneiit in advance of public discussion.
This method it also is believed In
some quarters would have the effect
of steadying the nervous system of
the busniiess world when subjects so
vita! as the tariff and currency are
being revised.
Cbngresslonul leaders practically
are agreed upon the suggestion that
no subject but the tariff should be
taken up in the special session. Many
house leaders even doubt the advis
ability of bringing in a currency bill
near the md of the extra session
as has been suggested to the president
by the advocates of immediate
currency reform.
The president's Idea was that a
currency bill might be evolved by
that time and submitted to the house
without detracting from attention
then centering en the tariff. He has
been of the belief that in the interval
between the extra session and the
December session of congress a cam-
paign of discussion could be carried
on to crystallize public opinion. lead
ers of congress agree such a cam
paign of education must precede the
actual process of currency revision.
Purpose of Administration.
President (Wilson's plan as to legls
lation is not necessarily to insist on
the strict acceptance of administra
tion measures as such but he will
endeavor to get the accomplishment
f legislation with the aid of demo'
cratic leaders that will express fully
the fixed purposes of the administra-
tion. A part of the president's plan and
in this he has the support of many
house bailers is to keep the eves of
the nation on one particular meas-
ure at a time. This was his lino of
procedure as governor cf New Jersey
in pushing through the antitrust
bills.
The piosMent is expected to con-
sult with house leaders this week ove1
the form of some Ot the tariff revision
bills. The newlywiesignted .mem-
ber of the ways and means commit-
tee have been at work for two days
and will continue throughout next
vek on the preparation of these
measures.
Has Studied Tariff Bills.
President Wilson already has mad'
a study of some of the tariff bills of
the last two sessions and secretark'T
Kedt'icld and llryan are also thorough-
ly familiar with recent demo. Vatic
work on the tariff.
Hefore any of the measures are
ready tfor presentation to the house
they will have received the studious
examination of the president and his
cabinet.
The ways and means committee !s
now giving attention to the possible
effect of the tariff reductions on bus-
iness prosperity. The president's do-
sire to have currency reform under-
taken as early as possible springs
from the belief that a flexible cur-
rency system is necessary to meet
the physical changes in business re-
sulting from changes in tariff rates.
While the president anticipates
but little difficulty on the prompt
movement of tariff measures through
the house lie is somewhat solicitous
over the situation in the senate where
t)he (democrat!? majority is small.
A preliminary canvas in the senate
has developed the fact that many
democrats of that body will favor
more radical cuts in some of the tarif
duttt s than they did iif the last con-
gress. The extent to which the house bills
will receive united democratic sup-
port is not yet certain however.
Count on Assistance.
While the acquisition of democrat-
ic senators from New Hampshire and
Illinois where deadlocks are In prog-
ress are being counted upon by the
president lie and his close Minds
in the senate are confident too that
if progressives legislation Is draft-
ed progresive republican assistance
can be obtained to make up any 1 os-
sible los: ss in the democratic col-
umn. When conferences with congress-
ional leaders begin at the White
House this week it is anticipated that
the advice of a number c'f i "regress-
ive republicans in congress will b
sought. The president talked with
many members of congress in Tren-
ton and has consulted briefly with
several in the last few days but he
expects to devote almost the entire
week to the discission of legislation
and policy so that he may complete
his special message in harmony with
th -prevailing sentiment in the na-
tional capital.
The break that occurred In th' dem-
ocratic caucus in the senate last week
apparently has precipitated control of
that btdy to the so-called progressive
democratic forces. Wbilo Senator
Hoke Smith of Georgia accepted an
a personal rebuff the defeat of his
colleague Senator Baconi for the po-
sition of president pro tempore sub-
sequent conferences of the democrats

Senator Tillman to .net the chairman-
ship if the appropriations committee
to which seniority of service would
entitle him. is expected to be suc
cessful. Senalir Simmons al-r is
expected to get. the chairmanship he
desires that of the powerful finance
committee which half lies all tarif t
bls. In each case however as with
the obter important committees the
balance of the membership probably
will be so distributed among new and
old senators as to leave the balance
or power in the hands of the 'forces of
which Senator Kern is the present
leader.
The roll will be perfected If is ex-
pected before the senate ends the
special session now In progress. Re-
publicans have completed their com-
mittee lists and are ready to offer
them to the democrats at once. The
republicans have asked for an in-
crease on their repress ntation of
three committees. Senator La Fol-
'lette will not have to be dropped
from the finance committee; Senator
Root from the judiciary committee
or Senators Hurton and Dillingham
fro mthe foreign relations committee.
