Means of Bubonic Plague-
Collier's Weekly insists that the
United States Is threatened by the bu-
bonic plague. This statement, abrup
and alarming is one which must bi
made. Introduced about ten years
ago, the plague was conllued to one
district of San Francisco until the
earthquake. Infected rats were then
scattered through the city, and human
cases developed in other districts. The
San Franciscans began a campaign
which has cantinued and is satisfactory
Isolated cases occured also in other
cities about the bay. The total num
ber of cases has much increased and
whites are now attacked, whereas be
fore the lire it was almost entirely
Chinese and Japanese. A very largt
percentage die. One most serious as-
pect of this situation, moreover has
developed Id tbe last two yean. Plague
has been discovered in the ground
squirrels about the bay. Nqw ?Y?IJ

district to conceal tbe facts. This is
folly Oiled with peril. Mistaken busi-
ness calculations lead Oakland, which
should be one of the most active cities
to combat plague, to refuse appropria-
tions for that purpase. The daogei is
one which can be controlled if it is re-
cognized. Tbe serious menace is caus-
ed by the short sighted notion that a
business advantage is to be gained by
concealment. If the infected districts
will not do their work properly, sooner
or later the whole United States may
pay and pay a prioe too terrible to con-
sider. Lies will not help. Only sound
and thorough sanitary measures may
