A petition Is not required by law.
The whole mutter is left to the discre-
tion of the city council. If the council
deem it necessary for tho health and
benefit of ttio city, t > order sewer pipe
put in, they have the power to do so
without consulting any one, und the
cost of such construction becomes a
special tax against the abutting prop-
erty. A petition is not at all necessary;
but the city council is always glad to
hear the people express themselves
concerning their desires for public im-
provements, either by petition or
otherwise.
THE law.
The following is the full text o( the
law under which the council acts:
SEW ek ah E 1M I'KOV EM EN T
An act authorizing cities of the lirst
class to extend or build laterals to
sewers and to levy special assess-
ments of taxes to pay for the same.
He it enacted by the Legislative As-
sembly of the Territory of Oklahoma:
SECTION 1 That in cities of the
first class, the city council may, by or-
dinance. provide for the extension or
construction of laterals to main or late-
ral sewers constructed at the cost of the
city, and shall be authorized to levy a
special assessment on all lots abutting
upon such sewer, and fhall apportion j
such levy to the various lots, according |
to the actual cost of labor or material
expended iu constructing such lateral
along the lot assessed. If the lateral be
built in a street or alley having lots on
both sides, the cost shall be appor-
tioned to to the lots on both sides of
lstonvl. TVio cost of constructing
writer having the weakest side of the
case. Mr. Bellamy did his duty to his
constituents, and whether he ate pie
with his fork or his lingers is of no
consequence to his electors.
To work a scheme to deprive the peo-
ple of a voice in public matters is a
very grave afiair. When such are dis-
covered and their plans foiled, it is-
but natural to expect that they put
forth the most patent reason at their
command as excuses in self-vindica-
tion, but the facts remain the same.
In conclusion permit me to say that
Senator Bellamy, nor any other man,
is responsible for the writing of this
letter so far as dictation is concerned;
no one but myself as one of the
Tax-Payers.
