The most severe phases of the quar-
antine situation were made manifest
Thursday when the parishes of Rap-
Ides and Calcasieu stopped all through
traffic and thereby fled up the Texas
and Pacific and the Southern Pacific
railroads They will not allow trains to
be run through their limits, with the
result that both systems are tied up
absolutely. Neither road has yet made
move to set aside these arbitrary
quarantines.
A refugee who left New Orleans sev-
eral days ago and tried to get into
Mississippi on the Louisville and Nash-
ville road, but was refused admission,
was brought back Thursday night in a
mosquito screen and placed in the
emergency hospital with a fully devel-
oped case of yellow fever. He has been
at Dunbar three days ago and Acting
Assistant Surgeon Schlele of the ma-
rine hospital service suspected his ill-
ness at the tinT\ He put him under a
mosquito net while the chill was on
and he has been protected ever since.
Or. Wasdln visited the place and pro-
nounced it yellow fever and the man
was put on a Louisville and Nashville
train and brought to New Orleans.
The board of health received flews

The first encounter between the war
vessels of the states of Louisiana and
Mississippi took place late Thursday
afternoon at Rigolets bridge at the
point where Lake Pontchartrain emp-
ties into the channel leading to Lake
Borgne.
The launch Majestic, armed with a
Colt's rapid fire gun, steamed up to
the bridge and was hailed by the Mis
sisslppi patrol boat Grace, commanded
by Captain Blunt. The Majestic is com-
manded by Lieutenant T. D. Miller of
the naval'brigade. He reports that
he steamed up the Grace came along-
side and demanded the name and des-
tination. When this was made know n
the flrace got up steam and immediate-
ly left the Rigolets.
Captain J W. Bostwlck, commander
of the naval brigade, sailed for the
r one of the trouble late Thursday aft-
rnoon on the steam yacht Marie, be-
longing to Lawrence Fabacher, which
has been lmpr«'ss<*d tlv flagship <>

lakes from further depredations by th«
Mississippi mosquito fleet. The M t'
has been transformed Into a formidabl
essel with a Colt's rapid fire gu!
mounted forward and another j ft. tin
a staff crew of forty men. Fifty men
from the brigade went over on th
rain in the afternoon. Four othc
launches besides the Marie complet

brigade has 150 men under arms. Quit

sisslppi is making a more warlike dem
onstration. She has no naval brigade,
but has soldiers and Governor Varda-
man called out more troops to do duty
on the coast. These are all under com-
mand ol Adjutant General Fridge, who
has over 100 men there now.
