By a resolution passed at a meet-
ing of the Chamber ot Commerce
last night tiwt.organization again put
itself on record as in favor of pri
gress. The resolution favored a
change In the city's cnarter. No
recommendations were made as to
what the changes should be.
The text of the resolution was as
follows:
'"Be it resolved that the Chambei
of Commerce favor the adoption or a
special charter for the government
of the city of Shawnee as provided for
by the constitution of the state of
Oklahoma and that It urge all citi-
zens, regardless of pary, to vote to
proceed further In the matter In the
coming election."
The action ot the Chamber of Com-
merce tofts a rebuke to those who
have alleged that the organization ii
working in the Interests of pny par-
ticular scheme. Its action last night
clearly establishes Its position.
J. M. Aydelotte presided at the
special meeting, which was called lor
the purpose of taking action in
gard to the policy of the Chamber of
Commerce toward the proposed
change in the city's charter. Mr.
Aydelotte stated that the directors
were in sympathy with the move-
ment for a new charter, but desired
an expression from the members at
large.
C. J. Benson then proposed the
above resolution, which was discussed
pro and con. the section providing for
"further proceeding" being added at
the suggestion of Ross LockrUP'.

Notice is hereby given that Jesse
Rutherford, administrator of the es-
tate of Sam Moss, deceased,, has filed
his final report and account and has
made application to the County Court
of Pottawatomie County, Oklahoma
for a final settlement and dlstrit>v
tion of said -estate and for his dis-
charge as such administrator, and
pursuant to an order of said County
Court, the 10th day of April, 1908, at
the hour of 10 o'clock a. m., of said
day, that being a day of the< regular
March term, 1908, of said County
Court lias been appointed as the time
for hearing said final report and ap
plication.

tate are hereby notified to be and

Yesterday circular letters were mail-
ed out addressed to the city clerks
and councllmen of the leading towns
of Oklahoma and all the county seat
towns from the mayor and the com-
mittee of the city council appointed
the last meeting fur the purpose
of Interesting the cities of Oklahoma
In a concentrated movement looking
to the securing of school lands adja-
cent to cities by these cities for park
and other purposes The enab-
ling act on which Oklahoma stepped
into statehood provides that lessees
shall have the preference right to the
purchase of school lands, but It Is
believed that an enactment of the leg-
islature providing for the leasing of
such lands by cities, thus giving them
the preference right, would be legal.
The circular asserts that a bill em-
bodying such a provision will be I
troduced In the legislature, and urges
city councils to Immediately take
some action which will express their
desires in the matter.
An extract from the circular is as
follows:
"The cities of Oklahoma should pro.
tect themselves by acquiring these
lands early for park and other public
purposes . . Whatever value those
lands have over and above their nat-
ural value as farm land? has been
created by the accumulated popula-
tion nearby, and the people living in
those cities that have created that
value ought to be given some kind ot
a preference right whereby they can
ultimately become the owners of that
land for public purposes.
"There is no disposition on the part'
of those initiating this movement to
deprive the present lessees of any
right which they at present enjoy un-
der the laws affecting these lands;
neither is there any disposition to de-
prive the present lessees of anything
of value which they are entitled to.
It is, however, obvious that if the
different cities of Oklahoma desire to
acquire such school lands adjoining
their cities that some concerted effort
must he made at this time to have a
law passed by the Legislature giving
the cities this preference right."

C. W. Jackson, of Napoleon, O.,
has again written his friend, W. P.
Smalley, of Smalley & Demland, in
regard to his wire fence factory prop-
osition. He says among other things
To start a plant of this kind will
require at least $10(1,000. To begin
with we would have to have a loca-
tion of at least five acres ot land and
then the. building and machinery.
Then we. must have a working capi-
tal sufficient to carry on business. It
we build ot brick, which I suppose is
cheaper than lumber down there, w5
could build so as to extend at any fu
ture time the business demanded,
think we should start with at least
five looms and the best power Is
electricity as it is the most economi
cal as when you are not using '
loom you are saving coal. The cost
of these looms Is about $5,000 each,
and as we could build our own after
getting started I think five would be
plenty to start with. Five looms un-
der full operation would turn out
about 3,000 rods of fence per day.
The help required for such a plant
would be to each loom two men, about
two good die makers, one of two goo7i
machinists, a good electrician, about
five common laborers to handle wire
Then we would have to have an r.mce
force of at least two men, besides a
superintendent and foreman of the
shops.
One 3trong point about starting a
factory there (in Shawnee), or in the
west is that a car of wire will make
from 15 to 20 cars of woven wire
fence, which would make a conne
quent great saving in freight."
The knot upon which Mr. Jackson
holds a patent is one of the best ever
manufactured. Mr. Smalley has
sample of the work, and It appears
to be a perfect success.
An effort will be made soon to see
if such ft proposition can be handled"
here. It is one of the enterprises
that grow very rapidly, and would
a good thing for Shawnee. Though
it might start with more than 30
mployees, within two years it would;
doubtless give work to at least 101.
