Wilmington, Del.. Aug. 22.—Disap-
proving of the Delaware whipping
post, declaring that is Is a failure and
refusing to further l*sh prisoners. As-
mond S. Meserve, warden of the New
castle county workhouse, and one of
the leading criminologists of the coun-
try, has resigned.
Meserve, who Is from Wellsb.ro,
Mass., took charge of the workhouse
six years ago. Coming In the wake of
almost general condemnation of the
Delaware whipping post, his attitude
probably will result In the abolition of
lashing.
He has obtained a position with a
St. Ixmls company. His salary at the
Delaware Institution was $1,200 a year,
and his wife was paid $600 as matron.

house The legislature authorized the
Incarceration therein of all long-term
prisoners throughout the state, as It is
Delaware's sole penitentiary
The whipping post has been a Dela-
ware Institution more than a century,
but of late there has developed a wide-

Wolverine. Mich., Aug. 22.—Although
his wife recently took poison, tried
twice to drown herself, attempted to
cast herself under a moving engine,
and later jumped through the window

Garlepy and his son work In the cop-
per mines here, and by frugality and
simple living saved the money, which
they placed in the cellar, being dis-
trustful of banks. They have known
for months that the wife and mother
was insane, but have had her closely
watched at home. It was while visit-
ing near Menominee, under the name
of Mrs. William Devereaux of Republic,
that Mrs Garlepy made her five at-
tempts to die, after* which she was
brought to her home here.
The money which was burned was
all In bills. The only portion which
I was saved was 111 In gold and silver.
and the local bank despairs of securing
1 any salvage from the ashes of the cur-
rency, which was burned almost to
ashes.
The woman will be committed to a
hospital for treatment.
