Mayor Dunne of Chicago, offers
capital to induce it to invest in the
street car certificates on which Chicago
expects to raise the purchase money
for theatre t railw y. of that city.
These certificates are special or
limited promise to pay. bimlirg the
streetcar ty.ten. audits income but
supposedly not involving the credit o
Chicago and entailing no taxation.
First, then, Mayor Dunne secures
these certificates by guaranteeing the
existence of a street car monopoly ...
Chicago-
Second, by a mortgage conveying an
actually going plant, or syatern, for the
benefit of the holder, of the certifi-
cates. .
Third, by pledging all the income of
a monopoly street car system in actual
operation.
Fourth, by a twenty-year monopoly
franchise ; in other words, if default be
made in the payment of street car
certificate., or of interest thereon, for
a period of one year, then and ... that
case the holders of the certificates
may apply to a court of chancery to
foreclose all of the tangible property
used by the city in the transportation
any other man in the United States,
says that bonus given to the new en-
terprise. should not be indulged in too
[freely by commercial bodies. His ob-
\ jections are that it opens up an oppor-
tunity for graft and does not bring to
the town a class of oitiienship willing
to do its part in the great work of town
building.
