Mutiny Has Been Deliberately and
Perfectly Planned—All Shore Equip-
ages at Sevastopol With 4,000 Men

SEVASTOPOL: The long expected
mutiny of sailors who have been on
the verge of revolt for months has
come and Kussia's stronghold on the
Black Sea is In danger of falling com
pletely into their hands.
The situation is very critical. All
the shore equipages, numbering 4.U0U
men, are in open rebellion, having
driven away or taken their officers
prisoners.
The Brest regiment of infantry has
gone over in a body to the mutineers.
Gen. Neptueft, the commander of the
fortress, is a captive.
1 he Bielostok regiment, the only
other regiment in the city received
the"*TOutineers with cheers, but thus
far it seems loyal.
Some of the artillerists have also
joined the men in revolt.
Besides the Bielostok regiment,
there are two battalions of artillery
and a battalion of the fortress artil-
lery here.
The Euxine fleet is standing in the
off-ng and is still obeying the orders
of Vice Admiral Chauknin, but the
crews are dissatisfied and there is
grave doubts whether they can be re-
strained from joining the mutineers
and great doubt that they will liie
upon them.
The Seventh Army Corps and the
commander of the corps have been
hastily summoned from Simleropol,
eight hours distant.
There is every evidence that the
mutiny was deliberately and perfectly
planned by the social revolutionaries,
who have been pushing their propa-
ganda with great energy since the St.
Petersburg movement was organized
to save the Cronstradt mutineers.
ST. PETERSBURG: The successful
nf the sailors at Sevastopol,
accompanied by the first open revolt
of an entire regiment of troops, has
created the greatest alarm in govern-
ment circles and no attempt is made
to disguise the seriousness of TTS:
latest crisis.
The army is the last prop of the
government. Mutiny is contagious
and the epidemic of revolt which has
attacked in turn practically all the
units of the navy from Vladivostok to
Cronstadt it is now feared is destined
to similarly spread through the army.
Ugly reports have been circulated
in Manchuria and it was specifically
reported a week ago that Gen. L,lne-
vitch had to put down a mutiny with
considerable bloodshed and that sub-
sequently tfe executed forty-two of-
ficers. No confirmation of this re-
port was obtainable, but whether it
be true or not the morale of the
troops on garrison duty in Russia has
certainly been shaken by the revolu-
tionary propaganda and the fidelity of
indivdual units, even of the guard
regiments in question.
During the disorders following the
promulgation of the Imperial manifes-
to some of the provincial governors
refrained from testing tlje loyalty of
the troops, preferring to rely on the
Cossacks, who showed no signs ot
wavering.
Count Witte called an extraordinary
session of the cabinet to consider tho
situation.
The only immediate measure the
government is known to have decided
upon is the enactment of a drastic law
to punish persons guilty of inciting
strikes, but this would only be likely
to inflame the socialists. The im-
possiblity of holding elections in many
provinces owing to the prevalence of
agrarian disorders and the generally
disturbed conditions involved the post-
ponement of the nleeting of the dou-
ma, which is sure to be misinterpret-
ed, constitutes another danger and
i adds weight to the arguments of those
| who are urging on Count Witte that
| the only chance of restoring tran-
quility Is to induce the Emperor to
sign a Constitution guaranteeing the
liberties promised in the manifesto,
