A Now Law on Naturalization.
No alien will be given naturaliza-
tion papers after June 29 of this yea.

passed in 1906 and provided that all
wtuvianded in the United States aft-
er that date must lile landing papers
before naturalized, and as five years
residence is required before citizen-
ship is possible, the law has really
not been effective before this year.
As the law is not generally known or
understood and, as few aliens take
the trouble to secure landing papers,
the enforcement of the law will prob-
ably cause considerable trouble.

ELECTION PROCLAMATION
By virtue of the authority veiled in me by the
Constitution and laws of the State of Oklahoma,
and the Resolution Of the Board of Education of
theJCilyof Blackwell,Oklahoma, adopted and ap-
proved the 22 day of March, A. D- 1911, L W. It.
Peck, the duly elected, qualified and acting
Mayor of the City of Blackwell, Oklahoma, do
hereby call a special election to be held in said
city of Blackwell and the territory attached there
to, for school purposes, on the 11 day of April,
A D., 19U, for the purpose of voting on the
following proposition, to-wit.
"Shall the Board oi Education of the City of
Blackwell, Oklahoma, be authorized to issue
negotiable coupon bonds of said district, to the
aggregate amount of Seventy-five thousand dol-
lars (175,000.00) to provide funds for erecting and
equipping school houses in and foi said city and
school district, and purchasing sites therefor,
and to levy and collect an annual tax. in addition
to all other taxes, upon all the taxable propeity
of said school district, to pay the interest on said
bonds when due. and to create and maintain a
sinking-fund for the payment of the principal
thereof at maturity.”
The polls shall be open at six o'clock in the
forenoon and close at seven o’clock in the after-
noon of said day.
There shall be four polling places in said elec-
tion, which shall be located as follows:
In the First ward the IOOF building at 12B
East Blackwell avenue.
In the Second ward in the Kyger building, at
No. 115 on East Blackwell avenue.
In the Third ward in tile Smith building at No
103 1-2 on West Blackwell, avenue.
In the Fourth ward in the Council < hamber in
the City hall at No. 224 on West Blackwell ave-
nue.
Qualified electors residing in that portion of
the territary adjacent to said city and annexed
thereto for school purposes, lying and being
East of the section line passing North and South
through Main street of said city, shall vote at
the polling place above designated for the First
ward.
Qualified electois residing in that, portion of
the territory adjacent to said city and annexed
thereto for school purposes, lying and being
West of said section line running North and
South through Main street of said city, will vote
at the polling place above designated In the
Fourth ward of said city.

That the report of the City Engineer of the
City of Blackwell made to the Mayor and Council
of said city,’in which the City Engineer com-
putes the whole cost of constru:tlon of the
sanitary sewer in the Sanitary Sewer District No.
22 of said city, which include* the expense In-
curred by said city, in addition to the contract
price of the work, and in which said report the
said City Engineer apportions the cost of the
construction of said sanitary sewer against all
lots, pieces ami parcels of ground in said Sani-
tary Sewer District No. 22, exclusive of improve-
ments, in proportion to the area of the whole
district, and exclusive of public highways, he
and the same is hereby accepted and confirmed,
and said report is hereby found to ho true and
correct and made in strict compliance with the
laws of the Stale of Oklahoma and the ordin-
ances of the said City of Blackwell, and is a coi-
rect apportionment of the costs of the construc-
tion of said sanitaty sewer in said Sanitary
Sewer District No. 22, as ordered by the pro-
visions of Ordinance No. 437 of raid city.
SECTION II.—That there Is hereby-
levied, assessed and chanted, against each
lot, piece and parcel of ground liable to
be charged with the cost of the construc-
tion of the improvement described In
Section 1 of this Ordinance, certain sums
stated in the apportionment made by the
City Engineer, Tue amount of ibis
special assessment, which is hereby lev-
ied, is particularly set out in the column
marked ‘'Apportionment of Cost”; a de-
scription of the lot, piece or parcel of
ground is set ourt in the column marked
Lot Number.The number of the block is set out
in the column marked Block Number, and the
sizeot the lot is in the column matked Size of
Lot, all of which description, together with
the amount of the assessment which is hereby
levied and assessed. Is at follows:

An ordinance directing the Mayor of the City of
Blackwell. Oklahoma, to Call a special election
in said city to vote on th* question of issuing
the bonds of the said city to tbe aggregate
amount of Fifteen Thousand Dollars (*15,000.00)
to provide funds for purchasing and improving
a park to be owned exclusively by said city,
and levying and collecting taxes in addition to
all other taxes, sufficient to pay the interest on
said bonds as it falls due, and to create and
maintain a sinking fund for tire paymeut of the
principal thereof at maturity.
Whereas, it is deemed necessary and expedient
to purchase grounds and to improve the same,
to be owned exclusively by said city and used for
park purposes; and whereas, it has been ascer-
tained that the cost of such ground and improve-
ment will be Fifteen Thousand Dollars (*15,000);
and whereas there is not now in the City Treas-
ury funds available for said put pose,

said election proclamation to specify the proposi-
tion to be voted upon, the number and location of
the polling places; the time for the opening and
closing of the polls, and the names of the officers
who shall conduct said election.
SECTION HI.
That the City Clerk be and he is hereby author-
ized and directed to prepare ballots setting forth
the proposition substantially as aforesaid, with
proper spaces wherein the voter may indicate his
preference, and to ."srnish the same, together with
all necessary stubs, to the officers, prior to the
date set for said election.
SECTION IV
This ordinsnee shall be in force and effect im-
mediately upon its passage, approval and publi-
cation as provided by law

SECTION III
That this Ordinance be published in the Black-

owner or ownets of the property abutting on and
along the places where said sidewalk is hereby
ordeied to be constructed, fail to build said side-
walk within said time, that then and in that eveat

| Oklahoma, will contract for the construction of
said sidewalk as required by law. and will issue
i tax warrants to pay therefor.
SBCTION IV
For the presetvation of the peace, health and
safety of said city, an emergency is hereby de-
