Ordinance No. 481
An ordinance relating to the col-
lection and registration oi hirths,
.health and mortuary statistics, pro-
viding the maau^r ,ii) which same
shall be dOhe a kid providing penalties
for the violation thereof.
Be it ordained by the mayor and
qouOcHnieo of the city of Blackwell,
Kay county. Oklahoma
Section 1.—It shall be the duty ot
each practicing physician, mid-wife,
or other person in their absence, tn
the city of Blackwell, Oklahoma, who
may professionally assist at the birth
of any cnild in said city of Blackwell,
to report said birth to the city super-
intendent of public health within sev-
en ("1 days from the date thereof,
and the same shall be recorded by the
said superintendent of public health
in a book provided for Buch purpose,
in accordance with the laws of the
state of Oklahoma.
Section li.—Each practicing physi-
cian shall report, in blanks prescribed
therefor, to the superintendent of pub-
lic health, all deaths occurring in his
practice, together with the exact cause
of death, direct aud contributory,
within twenty-four hours after the
date thereof, in accordance with the
laws of the state of Oklahoma; and _
all records of deaths with the facts)5
pertaining thereto shall be kept by | J
said superintendent of public health
in a book provided for that purpose.
Section 111.—It shall be the duty
•f the superintendent of public health,
in case any person dies w ithout an at-
tending physician, to investigate the
case and give the proper certificate
and make proper record of same, pro- *
vidiug the death does not come under 5
the jurisdiction of the coroner. 5
Section IV.—it shall be the duty of *
with any contagious or infectious dis-
ease, the superintendent of public
health shall declare a quarauti|i«
against the house, building and prem-
ises occupied by such person or per-
sons, by posting the name of the dis-
ease in large letters in some conspicu-
ous place on said yremises, and after
the posting of said notice all mem-
bers of such family and all persons
exposed on said premises, shall re-
main within the infected premises and
under no circumstances shall leave
tlie same, except by permission of the
superintendent of public health, and
no person shall go upon or visit with-
in such premises so declared to be
quarantined, without the consent of
said superintendent of public health,
or until the quarantine shall have
hit is time to fumigate premises after
the presence of any pestilential, coo-*-

tagious or infectious disease, and said
fumigation shall be done under the di-
rection and supervision of tho Sa'd sh*
perintendent of public health.
Section IX.—It ahull be the duty of
everv parent or guardian of any child
or children attending the public
schools of Blackwell, OkifJioma, to re-
port to the family physician Pr the
public health officer any eruptive dis-
ease or sore throat, and before the
child can attend the public schools,
the parents or guardians must ob-
tain from the family physician Or the
public health officer a certificate stat-
ing that the disease in question is not
infectious or contagious.
Section X.—The leaving of medi-
days, or by both such fine and im-
prisonment.
Section XII.—All ordinances or
parts of ordinances in conflict with
this ordinance are hereby repealed.

posted by order of the superintendent
of public health, or to tear down
same.
Section VIII.—it shall be the duty
of every practicing physician in the
city of Blackwell to report to the city
superintendent of public health when
yards, private or public buildings, or
offices, in the city of Blackwell, Okla-
homa, as an advertisement or for any
other purposes, is hereby prohibited.
Section XI —Any person violating
the provisions of this ordinance shall
be guilty of a misdemeanor and liable
to a fine of not less than $10 nor
more than $100, together with the
costs of prosecution, or by imprison-
ment in jail not to exceed thirty (30)

On Friday evening at A. H. Clay-
baker and wife were returning from
Blackwell to their farm east of town
their horse became scared at a mov-
er's wagon and started to run away.
Mrs. Claybaker grabbed the lines on
of which broke, but she held on
the other, determined he should noi
get away. The horse was turnei
sharply to one side, the buggy wai
cramped upward by the wheel, ana
both Mr. and Mrs. Claybaker were
thrown to the ground. She held to
the one line and the frightened ani-
mal was stopped without further dam-
age being done. Neither Mr. and Mrs.
Claybaker were hurt and altogether it
might be considered a lucky accident
