Army is Discharged,
RECRUITING TEN THOUSAND.
ffiishinpton. Fob. 2.—In anticipation
, i\f the passage of the army reorpaniza-
1 tion bill the war department has issued
preparatory orders for the transporta-
tion of 5,200 regular troops to the
Philippines to replace an equal num-
ber of volunteers under orders at San
Francisco for discharge. The Boldiers
to be sent to the Philippines first
includc eight troops of the Fifth cav-
alry, eight companies of the Eleventh
iwfantry and the provisional battalion
of troops at the Presidio of San Fran-
cisco. There are now about 2,000
recruits at San Francisco awaiting
transportation to Manila and the num-
ber will be increased as rapidly as the
nperuiting oflicers in various parts of
fno country obtain the necessary ma-
terial.
There are now about 40,000 regular
troops in the Philippines and the
problem confronting the military
authorities is how to increase that
number to 50,000 by the first of July,
when the entire volunteer army of
35,000 must be discharged. Advantage
will be taken of the provision of the
army bill authorizing the recruitment
of 12,000 native Filipinos. In that
event only 10,000 reinforcements will
bo required from the United States
immediately. The most sanguine offi-
cers of the war department do not
■p pect more than 3,000 or 4,000 of the
'volunteer troops to re-enlist for service
in the Philippines.

Manila, Feb. 4.—The act organizing
municipal government in the Philip-
pines was passed by the United States
commission after the adoption of
amendments including a provision dis-
qualifying from voting and holding
office any person who after April 1 is
in arms against, or aiding those op-
posing the United States autlioiity.
'J he power to review election irregu-
larities is transferred from the Gov-
ernor of the province to the election
judges.
The provincial bill provides for a
Governor, a Secretary of the Treasury,
a Supervisor and a Fiscal Agent. The
officers may be Americans or Filipinos.
. W'he Governor is to be elected by the
joint ballot of the councillors of the
organized pueblos (townships) and liia
election must be confirmed by th
Philippine commission.
Community of Interests.
New York, Feb. 4.—A series of trans-
fers of stocks of various railroads
ywhich together from transcontinental
lines, has been consummated which
practically places all of them under
the one control.
The properties concerned in the deal
directly and indirectly represent, it is
said, an investment of 8">00,000,000.
The Harriman syndicate is supposed to
be divided into portions of one-eighth,
E. II. Ilarriman holding two of these
and the rest being distributed as fol-
lows: J. P. Morgan and VV. K. Van-
derbilt one-fourth, Rockfcller interests
one-eighth, George Gould one-eighth,
ilvuhn, Loeb & Co. one-fourth.
The combination includes two steam-
ship lines on the Pacific coast.
DeWet Shoot* Peace Knvoy.
Cape Town, Feb. 2.—The Boer attack
on the Boksburg mines resulted in
damages amounting to $300,000.
The commissioner at Kroonstad re-
ports that Andrics Weasels, one of the
peace envoys, was shot at Klipfontein
Jan. 28, by orders of General DeWet.
Wants Greenbacks Retired.
Washington, Feb. 2.—Secretary Gage
was heard by the banking and cur-
rency committee upon the Lovering
bill for elastic currency. Ho
thought it was a step in tho right
direction though itdid not, he thought,
go far enough. Mr. Gage also advo-
cated the retirement of greenbacks.
Wants that Folnt Settled.
Topeka, Feb. 1.—Chief of Police Stahl
has announced that when Mrs. Nation
raided a joint here he would arrest her
so as to make a test case. He wants to
ascertain if a saloon keeper has any
rights under the law and if saloon pro-
perty can be protected.
Cheers for Kruger at Cork.
1 Cork, Feb. !.—The proclamation of
King Edward VII. as king of tho Uni-
ted Kingdom of Great Britain and Ire-
land and Emperor of Indi a herehad a
mixed reception. There was much
cheering, but the crowd in front of the
court house cheered for Mr. Kruger
anil General DeWet. The people gen-
erally, however, were good humored.

of Ox?Jrd, Cambridge and Dublin and
other learned societies have sent ad-
dresses, and Edinburgh university baa

Octogenarian Walks Fifty-two Miles.
Robert Gearhart, who is 84 years old,
recently walked from his home In
Brush Creek township to McConnells-
burg. Pa., and back, making a round
trip of fifty-two miles. He is the fath-
er of twenty-eight children and has
never been ill in his life.
