to perfect the mechanism ot the ma-
chine in almost cvory direction in
nhlch Improvement Is possible but
after nil It Is not so much the question
ot the adaptability of tho machine to
tho rider as of the rider to the machine.
Many of (he Occidents for which tho
bicycle Is hold responsible are more
or less chargeable to the want ot cyiro
nnd the lack of skill on the part of the
rider nnd this is more particularly tho
cose with many collisions. There Is
one causo ot accidents associated with
tbe bicycle In that tho latter Is a means
to the end of produrlng what may be
termed "bicycle fright " This form of
nervous perturbation Is not necessa liy
confined to the Inexperienced rider but
froquonlly attacks those who are profl-
clont. Under certain conditions tho ma
chine bccomoR by n mental perversity

tho agent of an apparently unavoid

'on board tho San Francisco then con-
sidered quite a formidable addition to
. Uncle Sam's navy Welsh was aboard
1 the San Francisco nt that time being
one of tho men retained on the ship
to teach the reserves. One-half of tho
cruiser's crew was sent nshoro and
their quarters were left open for the
division of reserves. "I remember
well" said Welsh "when the division
of reserves came aboard. They had
scarcely seen n wnrshlp but all of
them had rend about one nnd tried to
Imitate the sailor of fiction. They
wero as much of n curiosity to us ns
we were to them. We lined up ong
tho sides to look nt tho division vari-
ously equipped as Its members were
nnd horo they canio with eyes wldo
opon taking us In. Some of tho fel-
lows tried to imitate the sailor's walk
nnd endeavored vainly t6 moke us be-
lieve thoy had their sea legs. Many
of thorn had on patent lenthor shoes
nnd others had much larger packagos
than are permitted by tho regulations.
Of course the ahlp fared pretty badly
ror n day or so as tho regulars hnd all
tho work to do. Seasickness was ram-
pant. Dut the funniest thing was to
see tho reserves marching about on
tho deck whllo wo wero washing down
and skipping along to keep their feet
dry. I remember the first time the
boys set foot aboard the boatswain
was standing by and ordered "wash hor
down boys Lny to there nnd olenn
up thnt deck.' I had tho hose and
tho water was soon running hero and
thero all over the deck and ?and was
piled down In places to assist In scrub-
bing the planks clean. It was real fun
to watch tne reserves with their pat-
ent lenther shoot stopping from spot to
spot to keep dry their costly footwenr.
Somo of them Inqulied if they would
not havo to go barefooted and the
snllois told them that rubber boots
wero used ordinarily. Thej had no
rubber boots and very soon no patent
leather shoos to draw th6lr feet out of
flhapo when tho sun struck thoin."
It will be fully two years before ono
of tho old monitors will bo sent to
Jacksonville for tho use and Instruc-
tion of the reserves. Undo Sam will
bo sure first that the division Is organ-
ized nnd hns some pormauency betoro
ho will do a great deal.
