That it is the sense of the Congress, vested as it is with the
sole power to declare war, that all persons owing allegiance
to the United States should, in behalf of their own safety,
and the vital interest of the United States, forbear to exer-
cise the right to travel as p-ssengers upon any armed ves-
sel of anv belligerent power, whether such vessel be armed
for offensive or defensive puri postt; ard it i* the furt ler
sense of the Congress that no passport should be issued or
renewed by the Secretary of State or by anyone acting un-
der him to be used by any person owing allegiance to t le
United State* for purpose of travel upon any such armed
vessel of h belligtrent power." (Congressional Record,
February 25, 1916, page 3120 )
This resolution did not warn American >lups or Ameri-
can citizens or A merican pioaucts off the sea. It had no
reference to American citizens traveling on American ships
or on neutral ships, or even on the unarmed ships of the
warring nations. It merely expressed the opinon that
Americans should keep off the armed ships of the warring
nations, in short, men-of-war.
The McLemore resolution was not a duplicate of Sena-
tor Gore's resolution, as has been charged. It was much
stronger. Congressman Keating supported it. President
Wilson in a signed letter, urged Mr. Keating'* reelection.
Congressman Schouse supported it. The president ajter-
ward appointed him Assistant Secretary of the Treasury.
Congressman Kent supported it. The pres.dent afterwards
appointed him a member of the Tariff Commission.
Can you, as a voter, reconcile the above facts with the
charge that Senator Gore was disloyal?
