HONG KONG, June 12 — <U.R>—
Land reform has not solved the
problems of China’s farmers. They
still are plagued bp famine, food,
drouth and insects.
Natural disasters are not their
only worry. Communist authorities
are considerably upset over a lack
of proper ideology in some areas.
In all areas, the production quotas
have been set so high that the
farmer has a lough time meeting
his government commitments and
feeding himself.
Here are a few of the troubles
reported in information from the
mainland:

winter, destroying up to one-third
of the crops. Heavy spring rains
and floods followed the drouth,
ruining much of the crops that
were left.
In south China, some districts
are reported flooded. There, too.
drouths made spring planting diffi-
cult or impossible before the rains
started.
In east China areas not affected
by drouth or floods, insect pests
have been raiding crops for more
tfian a month. Red spiders have
destroyed more than 4,000 acres of
wheat. Locusts and aphides have
attacked other crops and wasps are
already a serious problem to fruit
growers.
Famine has struck in Honan
province in central China, in north-
eastern and southwest Kwangtung
and in several west China regions.
Government “food loans" have been
sent into some areas to assist starv-
ing peasants but in other regions
no help has been forthcoming.
In fact, indications are that food
supplies are being exported from
some areas which are potential
famine areas, to provide much
needed foreign exchange for the
Communist government.
In spite of these natural calami-
ties, one of the biggest worries of
China's peasants is political. A re-
cent article in a Hunan newspaper
said that the "most prevalent and]
serious thought problem among the
peasants . . is the fear of social-
ism,”—the fear, in other words, that
they would soon be forced to give
up their land to the state.
’’If this thought problem is not
removed,” the article went on,
"the production enthusiasm of the
masses as well as the potentiality
of the mutual aid teams cannot be
fully recognized.”
