Street Improvements
Recently a petition to re-eurfaee
the streets In the bnslneee dlatrtct
erne presented to ua for onr slgnaturr
We declined to sign, ndt because we
are against Improvements, but be
ouusu we cannot conscientiously sub
scribe to tbe present pinna
The petition for resurfacing le dr
onlated with the understanding that If
enfflclent signature* are gecured
bond Issue will be requested to fl
nance the ornamental lighting syttem
We have oppoeed the bond propo-
sition elnce It haa been oonnected
with the proposed Improvement plane
and onr opinion* la that respect may
ha wrong
We believe such a bond taane can
he legally voted, but our opposition to
the method revolves about the Idea
of whether It le right or wrong to
mako the entire city pay for a bust
district Improvement
It le quite true that all of the prop-
erty owners of the city use the bail
ness streets at some time or other
and It la to thdr Interest to have
these thoroughfares well lighted and
beautified It ie alao tnt# that the
city should la Inatlce make the aecew
aery street repairs, but legally
cannot go ao tar de to resurface the
business streets Rome of those who
favor tha bond laeua do so on the
theory that Inasmuch aa the city can-
not do the resurfacing, a bond la
for the "white way" will lessen tha
expense of the entire Improvement
protect. The arguments alright and
there la nothing (0 be eald against
It. If the property owners feel that
way about It.
Yet. personalty, we do not feel like
urging El Reno boms owners, son*
of whom have n dlfJJcoU time ■vow
la paying their taxes, to aid us In
beautifying the street where onr busL
ness Is located We are leas able to
bear onr own share of this Improve
11 urrent than the city could supply.
We do not know. If that Is the case
or not, but while we are talh'^g
"white ways,” let's find out about
our lighting system In general
A I * ml Issue to further equip our
present plant to supply current for
city lights, providing It I* more eco-
nomical than lo purchase current,
would Interest us far more than a
bond Issue for a "white way" alone
A survey along these lines should be

There aro some other phiiHc* of the
street improvement plan on which
have previously expressed our opin-
ion and which we will reiterate brief-
ly ao that our position may be fully
understood
Since the time tbe street Improve
ment plan was first Ig—rhnd we
have never become reconciled to the
fact that the lnterurban Company,
will not, and apparently cannot, be
compelled tc resurface that portion
of the streets occupied hy their tracks
and on which (hey have abandoned
traffic W# understand that tho com
pany has pleaded lack of finance# and
the like, and deny their responsibility
In the matter. That may all be true
yet they have offered a "gift" of $700
to assist In the expense, which to (
ua. might Indicate that they were not
so certain after all that they are not
liable
At any rate It shows a charitable
apirlt on the part of the lnterurban.
and helps to balance the scales as
El Reno haa been more than charlta
hie to this company In the past. The
use of the street* and other eonces
■Ions have been given it. and It would
•eem that from the standpoint of
charity the lnterurban has had all
the beat of It.
