FINANCES BETTER
THAN EVER BEFORE
OKLAHOMA CITY, Sept. 14.—The
financial condition of the State gov-
ernment of Oklahoma is today stronger
and in better shape generally than at
any time since Oklahoma became a
State, according to statistics gleaned
from a comprehensive survey of the
State’s finances just completed by col-
onel A. N. Leecraft, State Treasurer
During the two and oue-half_ years of
Leeeraft’s administration the indebted-
ness of the State, the major portion of
which was inherited from the territorial
regime, has been reduced to an almost
negligible amount, and the cash on hand
•inder the control of the Treasurer now
is more than $5,000,000.00 in excess of
the amount on hand when Leecraft be-
came Treasurer two and one-half years
In this respect, Oklahoma has been
very fortunate because the debt of the
State has always been small. n 1VH,
there was outstanding as an obligation
of the 'State, funding bonds to the
amount of $4,367,000.00. At this time,
there was outstanding Public^u'ldmg
Bonds to the amount of $2,.«H,:>UIUK>.
which was not a debt against the State
,,f Oklahoma, however, but was a ji n
on segregated lands donated by Con-
gress to the State for public humbling
nurposes The funding bond issue of
1908 was to take care of the debt m-
but on the other hand, is scattered over
the State through something like eight
hundred banks who act as State deposi l
tories. . . .
It is with pride that we make the
statement that $0,000,000.00 of this fund
represents the sale of what is known
as County Good Road Bonds. Such
funds, in order to receive a like pro-
portion of Federal Aid for road build
ing in the State, is placed with the
State Treasurer.
While the law does not specify that
these funds should beplaced on deposit
in the counties where the bonds were
sold, yet it has been the policy of the
State Treasurer to place every dollar
of such money in the county where it
originated. While it is true the money
is placed with the State Treasurer, yet
the funds belong to the various coun-
ties who were wide awake enough to
vote and sell bonds in order to secure
a like amount of money from the fed-
eral Government. The money there-
fore is only placed with the State 1ms-^
