His best friends frankly admit that

It was this assertion that brought
tho Oklahoma county member to

though ho had been profiled by
hidden springs. With heated faco
and hands clinched Jones flung do-
flatnu at tho speaker.
"I choose to resent tho gentle-
man's Insinuations against tho hon-
esty of tills house" ho shouted.
"Sit ijjwn" yelled tho speaker
bringing his gavel down with deaf-
ening smacks.
"I won't" returned Mr. Jones In
tones equally as strident.
The speaker excitedly ordered tho
Hbrgeant-nt-arms and his assistants
to force Jones Into his beat. As tho
two officers approached the Irato

ftood thu picture of diffidence pan
lemonlum was let loose. Members
scrambled from their seats to got
near tho scene of tho disturbance.
Yells of approbation were mingled
with derisive hoots. To mako tho
confusion more complete tho npun
Iter continued to bring his gavel
down on tho table In a rain of ear
splitting smacks.
Finally ho gained a half hearted
lull niul Btouled that ho desired to
niako explanations. This was water
on tho fire and Jones sat down timid
vigorous applause. Tho speaker stated
tint ho did not Intend to cast any
Insinuations on tho probity of any
member. And tho floor shook again
with substantial approval.
Tho next feature was pulled off
when tho speaker announced tho
names of Ilranson and Urynn as

WILL IT PASS
THE SENATE
THAT IS QUESTION AGITATING
MEMBERS OF LEGISLATURE.
PROHIBITION BILL FINISHED
Bears Certain Features Which It Is
Believed Will Have to be Ellmln-
Inated Before It Has Any
Chance to go Through.
Ardmoreltu Special.
'.luthrlo OUla. Jan. IS. That the
prohibition hill now practically fin-
ished In tho house will in Its present
form pass the senate Is a stlpiiosl-
tluu that none of tho most sanguine
advocates of tho lid clamping meas-
ure are suggesting with any degree
of warmth. Albeit tho c xnmlHce sub-
stitute of the lower branch has been
'rimmed In many and lmHrtaut de-
tails thero la yet ono barrier to Its
peaceful passage In the upper houso.
That Is Its emergency clause.
"That feature of the houso bill will
undoubtedly have to be eliminated
before It has any thanco of going
through upstairs" said a- prominent
senator who Is known to bu close to
tho powers that count. And that Is
tho sentiment universally expressed
11 off hand conversations by dozens
of others both In tho upper nnd low-
er house.
Tho opposition demands that tho
emergency be removed from tho 'bill
so that tho power of referendum
may lo convoked. Thero Is a gen
eral dlsosltlon to leave tho portion
of tho bill providing for enforcement
cut of the argument hut tho demand
Is mado that tho people should havo
tho right to pass on tho dispensary
provided In tho houso substitute
should that legislation ho favorably
considered by tho senate.
Ono membor of tho senate express
ed himself on tho subject: "Tho peo-
plo expected prohibition to bo en-
forced hut tho constitution only says
The leglslaturo may ostabllsh dispen
saries.' That Is tho reason tho emer-
gency should he left off so that tho
voters can rotlfy or reject that parti
cular feature."
Tho supporters of tho measuro tako
tho vlow that tho language of tho
constitution legally construed gives
tho legislature not only tho preroga-
tive but oxprosses a desire that dis-
pensaries should be provided.
A lawyer In tho lower houso said:
'When tho constitution says 'may'
lawyers read that 'shall.' Thero Is no
reason why tho emergency should bo
eliminated. Tho people have spoken
and there Is urgent necessity for Im
mediate law. No one denies that."
Tho hill waB thorough? dissected
In tho li'iuso. There Is no doubt of
that. Tho substitute contains many
of tho lmjrartant features originally
drawn up by Illllups In his senate
measuro. Ily eliminating tho por-
tion that provided for tho confisca-
tion of animals or vehicles appre-
hended in tho transortat!on of II-
flit' r tho houso lopped off a branch
that no amount of grafting would
havo been rendered pleasing to tho
senate palate. Tho amendment re-
quiring tho governor's appointees to
furnish a heavy bond Is an Imiiortant
ono and that providing disfranchise-
ment for any official from the gov-
ernor down who refsiles to enforce
thu law will prove a skid that will
Immeasurably help things slide In
tho upper house.
Tho moBt Insistent advocates of
tho prohibition measure and thu mln
orlty declaro tho bill will bo rail
nailed through tho senate largely be
cause that body will find it dlsadvan
tageous to bo placed In tho light of
blocking needed legislation. Thero
may he a great deal more In that hint
than appears on a cursory analysis.
Thero Is a huo and cry for laws that
will spell tho death knell of boot
legging and what Is far worso op
en vl' latlon of tho law especially In
the east part of tho stato.
Tho public is apt to got "soro" over
a constitutional provision that Is so
lax as to bo a Joke. A deal of pros
euro can easily bo brought to bear on
