The dty council got reckless at one
of its recent meetings and adopted a
lesolution to have the streets thor-
oughly cleaned before the coming of
the Elks' Carnival visitors. This
action of the council Is to be com-
mended but It Is to be regretted for
the boneftt of tile city that GuUirie
can't have & Carnival every week In
order to have the streets cleaned up.
