What Is n sweat box and how are
prisonors interviewed whllo in it?

Tho swoat box is tho modern sur-
vlvr.' of tho Inquisition. It has no
warrant in law and tho confossions
wrung from tho victim of tho swoat
box. aro not competont if the ac-
cused doclnrcs tho confosslon was ob-
tained from him by force nnd whllo
undor duress. Yet it is difficult to
06 how tho business of punishing
criminals could bo successfully pur-
sued without It.
Tho swont box is not n physical
torturo room. No thumb scrows no
pinchers no rack for tho rending of
Joints havo any placo In Its furnish-
ing. Tho sweat box Is tho mental
and physical conditions to which a
prisoner is reduced by the inquisi-
tors who have found other and moro
effective tools thnn wero iiBod by the
Inqulcltors of old. The' private of-
flco ol the chlof of pollco or chief of
dotoctives or tho private room of
tho public prosocutor takes tho place
of tho torture chambor. An easy
chair is suVstituted for tho cot upon
which tho victim was onco stretched.
But the Ingonulty of the Inquisitors
supplies the Instrument of torturo.
It Is a known fact that in making
thoso Inquisitions tho wretch who is
put to the question is so boaten and
cowed by the force of the interroga-
tory that he is reduced to a stato of
mental collapse In which ho frequent-
ly confesses to things of which ho is
Innocent in ordor to oscapo tho tor-
turo even as tho victim of th old
inquisition confossed to what was re-
quired of him to tde end that ho
might put n stop to tho torture. The
prlsonor Is subjoctod to a question-
ing that may oxtend over many
hours he is not pormitted to sleep
or givon time to think. In the coso of
men who woro hardonod the hurley
inquisitor has boon known to uso his
fists to point his questions. Thnt lat
ter proceeding is not Infrequent
though wo do not know that it has
been resorted to in Kansas City. Af-
ter hours of such a probing as tho
experienced thief takor or prosecutor
or both can subject a criminal to tho
wrotch Is generally reduced to such
a state that admissions are wrung
from him. It is altogether a barbar-
ous Institution this modern inquisi-
tion and tho courts have frowned on
It. But the couits have not found
a moana for chocking the officer who
gives himself up to the prosecution
of accused criminals The law should
find a moans for chocking tho pr
sumption thnt Is held by every police-
man that whon causo hns been found
for the arrest of a mnn there Is no
longer any doubt of that man's guilt.
Pollco officers do not defend tho
sweat box thoy do not admit tho
oxistonco of the Institution but if
thle modorn inquisition wero nbolish-
ed. what could bo madu to tako Us
placo? The swont box Is iniquitous.
