in tho dlsousslon but not a word was

tlou In the bill which destroyed silver
as redemption money and established
gold as the single standard of values.
Much has been said In attompted ex
planatlon of this strange fact which is
proved by the oillolal rocotds A proof
bill of the moasuro as it came from tho
houso to tho scnato with the amend-
ments proposed by tho senate commit-
tee was upon overy senator's desk.
One of these explanations is that the
demonetization section was skipped In
the roading by tho olerk. Itut how
could such an omission have escaped
tho attention ol all the sonators pros-
ant? Or how could It havo boon ovor-
'ookod by the presiding ofllcer who
was directing tho reading of the pro-
posed amendments by number? Tho
socond explanation Is that of Senator
Sherman who says tho demonetisa-
tion clause was debated but that tho
olllaial stenographer "in the confusion
thoro may havo boon dropped It out."
Tho third explanation and the only
ono which explains is that of Mr.
Keolcr who says and proves that tho
demonetization section was not in tbo
proof sheets containing the houso bill
togethor wttli the amendments pro-
posed by Mr. Sherman'H sonato

proof bill containing all the sections
under debate Ity this reproduction
he establishes beyond doubt the fact
that page 10 of tho proof bill fur
nished to senators for their guidance
in the consideration and discussion of
the measure and on whicli tho demon-
etization section should have appeared
in Its regular order was not in the
pamphlot In other words the pago
which follows pago 9 In the pamphlet
is'not page 10 but pago 11.
The section of tho amondtd bill In
which the Sherman committee's de-
monetizing mcniuro was concealed
was numbered (10) la in its numerical
order. Mr. Keolcr goes cxtcnsl-oly
into the system of numbering and let-
tering of commlt'tco amended bills
under discussion in parliamentary bod-
ies to show how senators could havo
been led to account lor tho absonco of
sec. (10) 15 If they had noticed It on
the understanding that it was pro-
posed to strike It out whilo with tho
house proposition before them accom-
panied by the demonetizing substi-
tute proposed by the Sherman commit-
mlttuo ihey could not bo so dccolvod.
While It is iicpotslble liuto to follow

proves his oase it is enough to say
that he proves It thoroughly and com-

ing out the list has located sections
on page 11 not found there as "doc-
tored" in tho proof bill but which

conspiracy with Jukn Sherman as

totally unfit to represent their constit-
