CONSTITUTIONAL AMENDf'f.NTS
One of the amendments to be voted
ukjii August 1 relates to Juries. It is
to be submitted In accordance with the
senate joint resolution No. 22 approv
ed March 11 U1." and the title of it
on the ballot will be aH follows:
Proposed amendment to Section 19.
Article 2 Constitution providing that
juries in courts of record other than
county court shall consist of 8 men
except in capital cases to consist of
12 men; Juries in the county court and
courts not of record to consist of 6
men; in all civil cases and criminal
casea less than felonies three-fourths
! of jury may render verdict; also that
! legislature may provide for rendering
final judgment in the appellate court
without remanding cause for retrial
by jury as to the facts.

the State of Oklahoma

lions of citizen soldiers springing to
arms" when the nation is in danger.

given much attention to military af-
fairs and has seldom been compelled

Bank
Section 19 Article 2 of the Constitu-
tion of this state is hereay proposed;
said amendment with the yeas and
nays thereon to be entered in the
journals of the respective bodies of the
legislature and referred by the secre-
tary of Btate to the people for their
approval or rejection to-wit: "The
right of trial by jury "shall be and re
main inviolate and a jury for the trial
of civil and criminal cases other than
capital offenses in courts of record
other than county courts shall consist
of eight men but in county courts and
courts not of record a jury shall con
sist of six men in the trial of all cap
ital eases the jury shall consist of
twelve men; provided that the legis-
lature may provide for rendering a
final judgment on appeal in the appel
late court wtihout remanding the cause
for retrial by a Jury as to the facts.
In civil cases and in all criminal cases
less than felonies three-fourths of the
whole number of jurors concurring
shall have power to render a verdict.
In all other cases the entire number of
Jurors must concur to render a ver-
dict In case a verdict is rendered by
less than the whole number of jurors
the verdict shall be In writing and
signed by each juror concurring there
in.
Unless present indications are mis-
leading tho presidential campaign is
not going to be in full bloom till late
In tho season. On the whole it will
perhaps be just as well for us to go
on .attending to our business till a
month or so before the election and
then we can all get into the "whirl
wind" finish.

not be driven to take up arms. Only

prepared for it Is bound to be more

get our citizen soldiers ready for ser
vice in the field and after weeks de
voted to mobilization drilling and col.
lecting necessary supplies and equip-
-inent we still find that we have over-
looked one of the most important parts
of the business the care of tv.e sol-
diers' families. If our Mexican trou-
bles have served no other purpose they
should have opened the eyes of the na-
tion to the necessity for sensible pre-
paredness. o-
