FOR CITY PROTECTION.
Board mt Health to be Established With
Full Power to Qaaarlatlae.
In our rounds for news today we
incidentally found City Attorney
J. C. Graham very busy drafting
an ordinance which may prove of J
vital importance to our city.
Ardmore has from her earliest
days until even now Deen ueciarea
a filthy town; the name although
an unpleasant one has never been
able to justify an epidemic of dis-
ease m our midst. Ardmore nas
been lucky on that score.
The spread of smallpox along
the line of the Katy road the pres
ence or the disease in uenison
Sherman and other points with
which we have a daily communica
tion justifies our officials in guard
ing closely against -"the introduc
tion of thisfjest into our city.
To this end the city attorney wasi
instructed to draft an ordinance
for our protection. Being asked
for an outline of the contents Mr
Graham said: 'The ordinance will
provide for the appointment by the
city council of a Board of Health
this body shall elect a president
and a secretarv out of their num-
ber. The mayor shall be an ex-
officio member of the board at all
times. tThe board shall serve a
term to be agreed upon by the city
council. They shall have author
ity to look after the general health
of the city and to this end their
jurisdiction shall extend one mile
beyond the city limits j
In case of any malignant or con
tagious disease and tor tne pur
pose of controlling the same they
shall have power to establish a
quarantine and for this purpose
their-jurisdiction shall extend five
miles beyond the city limits. It
shall also be the duty of physi
cians nurses and others having
knowledge of any case of a malig-
nant nature to at once report the
same to the Board of Health a
failure to do so will subject the
person to a fine of from $5 to $25.
The Board shall have authority
to perfect all needful rules and reg
ulations to protect the general
health of the inhabitants of the
eitv and upon aii order in writing
from said board 'it shall have the
same force and effect of any ordi
nance regularly passed by the city
council. They shall also have au-
thority to call on all officials for
the enforcement of any orders
suing from them and any person
refusing to obey such orders when
issued by the Board shall be sub
ject to a fine of not less than $5 or
more than $25."
Mayor Gardner contemplates
calling the city council together as
soon as the ordinance is completed
which will be tnis afternoon that
immediate action may be taken on
the same.
