mill has been grinding very slowly
the past week; 103 bills thus far In
traduced on tbe part of the council
and 127 by tbe lower bouse, making
230 In all, and, us far as 1 have been
able to Investigate them, I should
• say that fully one-half of tbem would
be quickly consigned to oblivion If
tbe penetrating rays of referendum
llgbt was permitted to shine upon
tbem, and at the close of the coming
week the number- will be doubled
judging from past experience with
, legislative bodies. It would seem
1 especially fortunate for the masses of
tbe people that our system of mould
log proposed measures or bills into
Uws is in complex and uncertain, the
only regret coming Is that the really
good and useful measures are some-
times tbe first to be strangled and
consigned to the unrelenting com-
mittee that returns all the merit-
orious measures with tbe dreadful
recommendation that they "do not
pass." We have just had a sample of
this in the action of the committee
on elections of the council In return-
ing the new apportionment bill. The
population of the western portion of
the territory has increased so rapidly
during the last five years, since the
present apportionment was made in
1895, that a citizen living in the east-
ern part stands about three in the
western portion in representation and
Influence in the making of laws for
the government and protection of all.
To Illustrate: According to the late
census the 13tb council district has a
population of 70,000, while the 7th
council district has only 18,000, and
several other eastern districts have
but little more populatiou. The 25th
representative districtcontalns nearly
<10,000 inhabitants, while the 2fith
and the 14th have only about 10,000
each. In order that my constituents
can more fully understand my posi-
tion I clipped the following from the
Daily Capital of Jan. 24:
Senator Coulson advocated the minority
report, and In part said: "X have the honor
to represent In part e county that under the
present apportionment makes a portion of
five legislative and three council districts. I
refer to the county of Woods. It has a pop-
ulation according to the last federal census,
of 34,975, which Is 4,341 In excess of one-thir-
teenth of the entire population of the terri-
tory, which Is 389,243, according to the last
census. Now the manifest Injustice to tho
people of that county under the presont ap-
portionment Is so apparent, and the present
apportionment hill now under consldtration,
»o eminently Just and convenient In provid-
lhg that the county shall compose hut one
council district, and two representative dis-
tricts, that I shall most heartily support the
minority report of the committee:’’
The bill proposed does not cut a
single county line in the territory in
order to make a district. It provides
that Grant and Garfield counties
shall constitute one council district
and two representative districts. In
tbis arrangement the council district
would have slightly more than its
proportionate population, but could
there be any arrangement that would
be more satisfactory? I would like to
hear from all Interested parties as, if
not satisfactory as the bill now stands,
changes may be made according to
the wishes of a majority of the citi
tens of both counties.
I have endeavored to put a stop to
the school book steal that Is going on
Id the territory by tbe Introduction
of Council Bill No. 47, which provides
for a school text book commission
which, I think, will be able to correct
the abuse, but its provisions are too
lengthy to give in tbis article.

from Agulnaldo again, but they do
not report now that he is simply hid-
ing out to prevent capture in tbe hope
that Bryan will be elected. That was
a great fake to win votes before tbe
late election, but some Infernal idiots
had no more sense than to believe it.
Aguinaldo and his followers in the
Philippine Islands are fighting for
liberty, the same as our forefathers
fought, and, while tbe odds are de-
cidedly against them, It may be truth-
fully said that failure on their part
to win out makes their cause none
the less just.
If Mrs. Nation, the Kansas joint
smasher of Medicine Lodge, succeeds
In raiding all the joints of the state,
we are of the opinion 6he will have to
call to her assistance Mary "Yellin''
Lease of Wichita who will soon be in
Kood trim for a tour of that kind as
she baa applied for and doubtless will
soon get a divorce from her husband.

Mrs. Nation, the Kansan joint
smasher, went "calling" at Topeka
last Monday. She visited Gov. Stan-
ley and denounced him as a law-
breaker and perjurer for not enforcing
the prohibitory law in the state. She
also called on the attorney general,
county attorney and sheriff and told
them what she thought of them.

"Chief" Griffis of the Pond Creek
Pree Press speaks of the Journal as
"plDhead" because we suimeBted that
the Free Press started out at the top
of tbe ladder and that the publishers
would soon discover that they had an
elephant of huge proportions on
band. Now, we didn't intend to
“Josh" the “chief," but simply re-
ferred to ttie Free Press Id a fatherly
way from knowledge gained years
ago. A comparison <4 the third issue
of the Free Press with that of the
Orst, and tbe fact that it came out
“extremely late," not reaching this
office until 6lx days after date of pub-
lication, is conclusive proof that our
prediction was cor-ect. Tbe Free
Press has already descended four or
five rounds down the ladder, caused,
no doubt, by tbe “chief" devoting
too much of his time to other matters
than looking after his "elephant,”
and we would warn him that his un-
dertaking mast be guarded with zeal-
ous care and watchfulness lest tbe
Free Press bits the ground, and very
heavily, too, before he is aware of it.
Some people seem to have a wrong
impression in regard totbelawpassed
permitting persons who had from any
cause failed to perfect title to their
claims, to take another claim in the
Kiowa and Comanche country. Those
who failed to perfect title pner to the
passage of that act will be alltwed to
file again. Those who have filed since
will not have another chasce. In
other words, those who imagine they
can sell their relinquishment and
again take advatage of tbe homestead
law, are laboring under a delusion.

mont, Texas, of recent discovery out
of which oil has flowed so rapidly
that it is impossible to provide tanks
sufficient to hold it, so the lower end
of a valley was hastily dammed, the
oil allowed to flow into ibis artificial
reservoir. The result is the forma-
tion of a lake of oil many feet in
depth and covering seventy-five acres
of ground.______
