the labor committee which was authorized by
congress to investigate the cual situation in!
the West Virpdnia-Kentucky fields contains
findings that must be taken into account if a
peaceable solution of the coal minors’ troubles
is to be had The findings contained in the I
report which may be said to be only that of
the chairman himself because not siyned by)

selves to work in the niixs upon such terms
ef mployenient as tn wages as they see fit by
direct negotiation with the employers is also
