The habit the American people
have got into of attributing all the
material prosperity of the nation
to the legislation of the govern-
ment — never more prevalent than
in the latter days of the republican
party — baa wrought a wrong that
we think ia not fully appreciated
It baa led to a disregard of sound
principles of righieousuesa of the
golden role and of mnoh else that
ia wholesome in morals and in rec-
titude in our parties We have
obtained material prosperity under
it but the most pernicious fallacy
of ail ia that such prosperity grew
out of or was dependent upon it—

An Important Ruling
Gothrie July 11 — The board
for leasing the Territorial school
lands consisting of Governor W
M Jenkins Secretary William
Grimes and Auditor L C Baxter
met in this city this afternoon to
formulate rales and regulations for
leasing the school land in the Kiowa
and Comanche country No defi-
nite conclusions were reached ex-
cept the board agreed to send the
appraisers there at once and ap-
praise all the land reserved for
school purposes It was ruled that
settling upon land would not in
any way constitute prior rights to
lease the same
