Commentary...
It has been with amused interest that I have been keeping up with the
Finis and Doris Show coming to us live every night via Tulsa television and
Tribune. I am sure the case has been much more amusing for me than for
Finis and Doris.
I don’t know if the two are guilty of anything or not. I did not have an
opportunity to listen in on the case, so the only information I have is what
I’ve read in the papers and listened to on television.
(I don’t know if you’ve notice or not, but Tulsa’s ABC affiliate sandwiches
its evening Finis Smith report in between “Jeopardy” and “Wheel of
Fortune.”)
If the Smiths are not guilty, they have shown an awful lot of symptoms.
They were indicted by a grand jury, and they were determined to be guilty
by 12 of their peers.
Despite letters from political colleagues pleading for leniency, we must
assume that the Smiths are guilty as charged.
Where I grew up when you spotted a dog coming out of the smokehouse
licking his lips and there was meat missing, that dog was guilty.
Both as a lawyer, and as ah Oklahoma State Senator, Finis Smith was
given the responsibility and the duty to uphold the laws of this state. If
nothing else, he is guilty of flagrant malfeasance.
But that’s not the amusing part of this story.
What is amusing to me is that a couple of years ago when the statewide
county commissioner scandal rocked Oklahoma, Governor George Nigh
appointed a special Task Force to investigate corruption in county
government.
I was one of two newspaper people appointed to that 30-member force.
Former Phillips CEO, Bill Douce of Bartlesville, was chairman. The
Force had an awesome task laid before it, and in an effort to expedite action
and improve the efficiency of our findings, Mr. Douce broke the Force into
small groups and gave each group an experienced advisor.
The group I was in had probably the most experienced advisor of
all.... Finis Smith.
Amusing, huh?

Despite, a lot of cold water was thrown on the proposed Osage Tailgrass
Prairie Preserve by U. S. Rep. Mickey Edwards, the trip to Washington D.C.
s ould not be viewed as a failure. Many assurances by the National
Conservation groups gave Edwards the promise of protecting the Osage’s
rights to maintain production on land to be purchased for inclusion into the
National Park Service system.
Also a lot of information was revealed that showed there is a great deal of
oil production going on in Florida and Texas at federal preserve sites totally
unfettered by NPS regulations.
There was much accomplished and the decision this year on whether or
not there is a Tallgrass Prairie Preserve in Osage County remains in
Edward’s hands. -

lieu of tax) from the Osage County Housing Authority at
