Registration
To Be Changed
President Ford signed a proc-
lamation dated March 29, which
changes the method by which
young men, both citizens and
aliens, fulfill their obligation to
register under provisions of the
I Military Selective Service Act.
The termination of existing
registration procedures be-
comes effective immediately.
Byron V. Pepitone, director of
selective service, said, "Plan-
ning is under way for a new
registration procedure. The re-
quirement to register is still in
full force and effect, and only
the method of registration will
be changed."
The director explained that
planning centered around a
once-a-year registration period
of a few days in which young
men born in a given year would
be required to present them-
selves for registration. He
indicated that several plans
were under discussion and said
"When it is determined what
method of registration will be
utilized, the public announce-
ment of procedures will be
made by proclamation as
prescribed in the military
selective service act. The public
announcement of these new
registration procedures will
probably be made toward the
end of 1975".
Pepitone stressed that the
change in registration pro-
cedures is a part of the ongoing
studies to reduce the cost of
maintaining a selective service
system in support of the
all-volunteer military estab-
lishment.
He said, "Our present system
of continuous registration has
been highly successful. In fact,
during calendar year 1974.

register more men than the
number established by the U.S.
Bureau of the Census for the
current year-of-birth group”
