Editor Of The Progress
If you have made up your mind how you plan to vote in the
special City election Tuesday then you might Os well turn over
to the funnies or the sport page This editorial is directed to
those who view the problem with an open mind and may per-
haps be undecided as how to cast their vote Tuesday
Since the purpose of the election is to determine whether or
not Claremore will continue under the present council-manager
type of government then it is wise to bring Out the record of
the past two years Lets take a look
ZONING: Adoption and activation of zoning with result that
Property values in residential areas are protected and commer-
cial development is channeled in a logical and planned way
Many undesirable projects have been thwarted by the ordin-
ance including junk yards in residential areas yet under the
guidance of the Planning Commission and Appeal board no
one has suffered undue hardship Variations and changes in
zone have been allowed when it was found by the Planning
Commission to be in the best interests of the City and not to
the detriment of any neighborhood None of the dire predictions
about the effects of the ordinance have come true in the year
and one-half the City has had the ordinance Issuance of build-
ing permits (at no cost) has given the City an accurate record
of the number type and cost of building construction in Clare-
more TAXES: Taxes hove been lowered under Council-Manager
government Following are the tax rates per $1000 valuation
for two years of each formof government
Mayor-Council Government 1953 $2454 1954 $2853
Council-Manager Government 1955 $2500 1956 $1950
1957 $1304
Tcixes have been lowered because economies in government
have allowed the Council to use Light Cy Water income to help
pay outstanding bonds By doing this City taxes have been
lowered This has meant actual money in the pocket to the tax-
payers At the some time the City's cash surplus has been in-
creased from a low of thirteen thousand dollars the last year
of Mayor-Council government to Fifty Three Thousand at the
end of the first year of Couneil-Manoger Government
RESTAURANT ORDINANCE: Adopted and regular inspec-
tions ore made by the Health Department to assure safe food
supply and proper food handling for the public Since adoption
of the ordinance the overall ratings of eating and drinking
establishments has improved from 15 to 204'0
SANITATION: The old open dump has been eliminated and
the sanitary land fill is used for the disposal of trash and garb-
age A new trash truck and crew have been added to the collec-
tion crews to provide reliable service Service i5 now provided
in the residential areas 2 to 3 times per week on a regular basis

light and water funds
HOSPITAL: City Council has set aside $6000 each of the
last three years for future expansion of the Health Center
There is now $18000 in the building fund for this purpose and
it looks as though a new wing can be built without a bond
issue Thismoney has been saved out of regular sources of revenue
The hospital itself has maintained itself financially and has
built up on operating balance
CEMETERY: Wood lawn Cemetery has been supplemented
by a new cemetery site of 120 acres purchased in 1957 by the
Council This will provide a permanent solution to the City's
cemetery problems Again the purchase was made out of re-
gular sources of revenue No bond issue
STREET AND TRAFFIC: A new parking lot has been built
next to City Hall providing 66 additional parking spaces The
City cooperated in widening Missouri Avenue in front of the
Courthouse and in constructing a new parking lot back of the
Courthouse All told the City has helptd create about 150 new
parking places within walking distance of the business area
Over 100 intersections hove new street name signs installed
Dozens of new stop yield and speed limit signs have been
bought in an effort to bring the City's street sign system up to
date
Under construction under this new program
All of the above has been accomplished in addition to gen-
eral pay raises for City employees since the present government
went into effect Employees ore now permitted to hold their job
on merit instead of on the basis of how many votes they can
produce on election day Or on the basis of how much they
cared to contribute to the candidacy of some elective official
We must be fair and admit that the council manager type
of government has made some mistokes too No individual or
system can be perfect We think the former manager permitted
the City streets to get into a pitful state of repair even before
the rains came The present manager has undertaken a pro
gram which has solved this problem however There ore others
such as the submission of too many items in the bond issues
last fall and this spring We repeat no system is perfect
We believe when the matter is decided strictly upon u merit
the present council-manager type of government will stand up
very well on its record We ore aware that strong political in-
fluences ore right today working tooth and toenail in on effort
to throw out the council-manager system Its logical that they
would do this they cannot stand a system that is based on
business-like methods The old form permits a leeway that
political figures need to operate from We understand that two
or three men in the City aspire to get into political power They
are the ones who are directing the efforts of workers against
the present type of government
We hope Claremore gives a vote of confidence to the council
manager form of government Tuesday We have a good gov-
ernment and one that will serve the people well To return to
the former out-dated type will be a backward step In this
day of rising costs and increased public demand we cannot af-
ford to re-trace any steps We must go forward and build as
we go 1-
