Merry Christmas!
As this issue of the Oklahoma
Banker goes to press I'm waiting with
anticipation and a (very) slight degree
of optimism about regulatory relief for
community banks The omnibus appro-
priations bill has not yet been finalized
and that's where we'll find whatever
regulatory relief may be forthcoming in
this Session of the II4th Congress Or
not
Four people will ultimately
decide our collective results of more
than five years of intense lobbying for
relief from rules and regulations that
prevent your bank from adequate-
ly serving your customers: Senate
Majority Leader Mitch McConnell
(R-Ky) Minority Leader Harry Reid
(D-Nev) Speaker Paul Ryan (R-Wis)
and House Minority Leader Nancy
Pelosi (D-Calif) You'd think this
would be an easy call You would be
wrong unfortunately and I can't
explain exactly why
Anyway OBA Chairman Paul
Cornell and I spent much of the
first week in December in Wash-
ington primarily for the purpose
of attending the House Agriculture
Committee's oversight hearing on
the Farm Credit Administration It
was the first oversight hearing of
the FCA - the regulator of the Farm
Credit System — in more than 10 years
and Committee members now have
a much better picture of the Farm
Credit System's "mission creep" (to
put it mildly) thanks to ag banker
lobbying
1 left the hearing with a sense of
optimism that —finally — someone
besides bankers involved in financ-
ing the business of food production
has realized how far out of bounds
the FCS is and has been The loan
to Verizon was noted and repeated
loudly and often with one member
"suggesting" to the FCA folks that
you'd better get your act together and
rein these guys in or we'll do it for
you
That's remarkable progress com-
pared to where we've been for awhile
Chairman Cornell and 1 also
spent as much time as we could be-
fore the hearing talking to members

of the Oklahoma delegation urging
them to support efforts to include as
much of Sen Shelby's bill as possible
in the omnibus appropriations bill
being cobbled together by the House
and Senate As this is being written
negotiations between Shelby and Sen-
ate Democrats have broken down and
the prospects for adding meaningful
regulatory relief from Shelby's bill (S
1484) to the appropriations bill don't
look so good
Fortunately a few of the states have
put a "Plan B" in play with alternative
language that wiI be historic for com-
munity banks IF it makes the cut I've
crossed everything I have that can still
be crossed and I've literally been on
my knees in prayer for "Plan B" to suc-
ceed By the time you read this column
(assuming that you will) it will be all
over
But speaking of praying it's Christ-
mas time and I want to share something
with you It's personal and it happened
in church recently when a marvelous
substitute minister (a lovely African
American female with a booming voice)
delivered her message She was incredi-
ble After explaining the history of
Jesus' birth she challenged the congre-
gation to go beyond just showing up on
Sundays She talked about letting the

Holy Spirit work in one's life and listen
to what the Holy Spirit may be saying
to you right now to understand what
your purpose in life is and essentially
to get after it
God gives us all a purpose in life at
least that is my Christian belief and ev-
ery day is a challenge to figure out what
that purpose is This was the message I
heard that Sunday:
Awaken the spirit that lies in your
soul that was and remains a gift from
God
Activate your purpose in life and set
about doing what God intended for
you to do
As I sat there somewhat mes-
merized I asked myself "What IS
my purpose in life?" In short order I
became aware of what I believe that
purpose to be: to help and to serve
other
