Plans are also underway at the facility to increase the number of
inmate jobs. We know that work is essential in leading a productive
life, while idleness is not good in society or in prison. An industry
building of approximately 20,000 square feet is planned for con-
struction at OSR to contain the Department of Corrections garment
factory (now located at Dick Conner Correctional Center), expanded
broom and mop production and inmate shoe production. This op-
eration should employ approximately 225 inmates. Tax dollars will
not be used for construction. Profits from other prison industries
will be utilized for this purpose.
Once these improvements have been made the Reformatory will
contain most of the ingredients such as security and control, edu
cation, jobs, cell space, and opportunity necessary to be an effective
prison operation. Lacking is adequate staffing necessary to effec-
lively manage through relationships and control through increased
ratio of staff to inmates. Currently we are not provided funds to fill
over 20 critical positions. We must be given adequate budget before
