District Attorney John Wampler met last week in Washington with
President George Bush to discuss the anti-crime bill currently being
debated by the U.S. House of Representatives.
Meeting in the White House Rose Garden, President Bush told
Wampler and other prosecutors and law enforcement representatives
gathered that several provisions inserted in the bill by the House
Judiciary Committee were unacceptable and anti-law enforcement.
The president urged moderate and conservative Democrats in the
House to support his version to decrease the frequency and length
of death row appeals to the federal court system.
"Reform of the federal habeas corpus procedures are essential if the
death penalty is ever going to be effective as a deterrent to serious
crime. Presently, there is no certainty about a death penalty sentence
because defendants can file numerous habeas corpus appeals
instead of raising all issues in one appeal," Wampler said. "By
limiting the number of times a death row inmate may appeal his sen-
tence, it will be much less likely that the death penalty appeal
process would drag out 10 years or longer as is common today."
During the meeting, President Bush introduced and announced
his selection of William P. Barr to be the next Attorney General of the
United States. While in Washington, Wampler also met with members
of Oklahoma's Congressional Delegation to discuss these and other
matters of concern to Oklahoma's prosecutors and law enforcement
officers.
