To Publish Own Health Plan: 1

w ASHINGTON—(NEA)-z-American Medical Association's new
"educational campaign" against compulsory national health in-
surance has some queer angles What they seem to point up is that
the AMA has no real health plan of its own to offer as a substitute
Dr L E Henderson AMA president-elect says that within the
next year the association will put out a series of reports on American
health problems They will cover the costs and quality of present
U S medical clinical and hospital services Present voluntary health
Insurance plans will be 'analyzed The need for more medical edu-
cation and better distribution of doctors will be considered
This AMA health plan when it finally evolves will apparently be
an answer or a companion piece to Federal Security Administrator
Oscar Ewing's national health conference and his last y::'s report on
"The Nation's Health—a Ten-Year Plan" The-Ewlag report recom-
mended more medical research and education more hospitals and
more doctors insurance against 'medical care costs
THERE is of course no danger that the patient—meaning the whole
-t U S public—will die en masse while the doctors are arguing about
what should be done But it is to wonder why the does haven't
grabbed their satchels and climbed into their buggies a little faster
in order to visit the national bedside and make their diagnosis It
is no great self-compliment for the U S medical profession to argue
this late in the case that the facts about U S health needs are un-
known or grossly exaggerated There are health statistics by the
mile During the war every doctor was indexed
AMA says 61000000 Americans now have voluntary health in-
surance coverage of some kind out of a total population of 150000000
This represents a jump of 8000000 insured since Jan 1 There seems
to be a hope that this rate of coverage will increase eventually making
national health insurance unnecessary
There seem to be no statistics on what income groups are covered
by voluntary health insurance policies There is one estimate that
60 per cent of those covered may be in middle and lower income
groups This estimate is based on California experience where there
are better health insurance data than in any other state
THIS seems to 'be due not to California's sunshine and healthy
climate but to the fact that in 1945 and 1949 Gov Earl Warren—
s Republican you'll remember—introduced legislation for -state-wide
sompulsory health insurance This so alarmed the California Medical
Association that it spent 8600000 promoting voluntary health insurance
policy sales
Taking California statistics at face value what about the 40 per
cent of the people uncovered? Those who can afford to pay doctor
bills can of course afford to pay insurance premiums But what about
the people who can't afford either?
Clem Whitaker director of the AMA educational campaign says
medical care of the indigent isn't the doctors' problem That is said
to be the problem of the local community The man may be sick
only because he also needs food clothing or housing
None of the AMA spokesmen will take a position on whether there
should be federal aid for housing or feeding the undernourished
They do believe that there should be federal aid foe hospital construc-
tion federal aid for medical education federal aid for research
But they are against bills providing medical care for all school
children That would be socialized medicine They are against laws
for national health insurance That would be socialized medicine
In summary federal subsidies for the doctors seem to be all right)
hut federal aid for their patients is all wrong -
