The magic word "money" claims
attention of legislators with most
Legislators' eyes focusing on appro-
priation bills now on the legislative
calendar in large numbers
Bills appropriating amounts rang-
ing from $900 for payment of con-
federate veterans pensions the next
two years to somewhere near $65
millions for public schools are under
consideration
Of the 345 bills introduced so far
this session nearly 100 are appropri-
ation bills These bills are watched
eagerly and hopefully by most legis-
lators some hoping there will be
enough money to go around and
others hoping there will be enough
that a pet project can be squeezed in
These latter legislators are generally
disappointed Financial needs of the
state are so set and predetermined
that very little money Ls left for any-
thing not In the governor's midget
One project favored atrongly by
Gov Raymond Gar y is being looked
at very coldly by many legislators
This Is the magazine "Oklahoma
Today" which Ls published monthly
through cooperative action of several
state agencies Governor Gary has
declared every effort must be made
to keep going even with leislative
appropriations if necessary
What most legislators are hesitat-
ing about is the amount of money
necessary to keep the magazine
going House members soundly de-
feated an attempt to include a
950000 supplemental appropriation
to run the magazine through June
1956 They lost further interest on
being told it would take approxi-
mately $10000 a month for the next
two years to operate the magavine
Governor Gary may have a difficult
time selling le7Islators on spending
tight at $100000 of scarce tax dollars
for the publication The governor
however pointed out the famous
-Arizona Highways" magazine re-
quired several years of state help
before it was self supporting
Routine legislative work is now
prevailing in both senate and house
as legislators get down to the
business of working tediously oh each
The senate passed revised absentee
ballot law Before passing the bill
some 14 amendments were made
toast of which toned down the bill
filSt introduced House action
on the bill which grew out of the
scandal probably wM bring more
changes
Senate also has a bill sponsored by
its education committee to place a
sales tax on merchants' advertising
Revenue from this tax would go to
a "school aid fund" This measure
is only the first of several which will
attempt to enact new taxes
In the house legislators tried to
make the teachers happier and pas-
sed a 93000 minimum annual wage
for teachers but neglected to ap-
propriate any robney to pay for it
If it gets through the senate begin-
ning teachers will be guaranteed a

starting salary of at least $33 per
month for the nine month term
After a conference with Governer
Gary the House insurance committee
and other house members agreed
provisions for an insurance rating
)itreau and theabolition of the state

In the proposed insurance code An
effort will be made to pass H B 619
specifically abolishing the insurance
board If the code is passed it would
repeal the bill if it had passed and
If the code fails there will be the
chance to at least pass H B 619
Rep G A Sampsel Pryor estimates
the insurance code will be out of
committee by the end of February
ready for consideration by the house
Rep Lou S Allard Drtunright is
chairman of the state's Semi-Centennial
Commission established for
the purpose of helping the state
celebrate its Seth anniversary What-
ever success the state has in its semi-
centennial year will have to be
credited in great part to Rep Allard
Legislators are sometimes criticized
for taking expense paid trips but
Allard isn't one of those Itinerary
of trips taken by him as chairman of
the commission throughout the state
represents several thouland miles
of travel which has been done ut
his own expense
Although a car is provided for the
trips he pays his own expenses and
for the gasoline Despite the fact the
semi - centennial commission will
spend at least $500000 in the next
year to boost Oklahoma throuLhout
the nation Rep Allard receives none
of the money and in fact probably
will be out more of his own money
The only repayment he will get will
be in the thanks of the people of
Oklahoma

It has become accepted as political
truth that the squeaky wheel gets
the grease even though the noise
may be caused by something other
than a genuine need of lubrication
Legislators hardly get their mall
answered from one pressure cam-
paign before they are swamped with
smother
Most of these pressure groups fol-
low similar procedures They general-
ly demand plead and beg for about
twice what they can justify on the
basis of need
If they get half their demands
the program is a success Should
fortune smile and produce even more
their glee knows no bounds
The sky's the limit in the asking
department and the various seg-
ments of your government wriggle
squirm and become unpopular cut-
ting demands back to what seems
reasonable There is a tendency to
penalize groups making honest de-
mands by cutting them back on
about the same percentage basis m
the others
All these groups are constantly
searching for issues which appeal
to public sympathy Widespread pub-
lic support is a great help in govern-
ment matters especially with pro-
grams not entirely Justified
Public officials quickly recognize
"inspired" campaigns for extra funds
or special legislation They aren't
effective if only those who stand to
benefit sign forms or letters prepared
by the group's publicity staff
But if their plea is picked up by
a broad base of voters the public
official who must look to these voters
for reelection is going to ponder long
and carefully before offering op-
position That's why it has become
cssential for the public to know
what's going on to look under the
chit) at the real motives
What is reasonable and right usual-
ly makes dull reading Nobody knows
this better than the experts in ap-
pbing pressure to public officials
They are becoming more numerous
and more expert Many a crisis
followed by hasty legislation has
vaned from holding up isolated
Instances of error and making them
appear to be the general rule
The public's only protection is to
