No issue confronting our legis-
lature has produced more debate
than our school financing and re-
organization bill The measure
has been rewritten twice and it is
appropriate that the public have
the facts on what it now provides
Here are the salary provisions:
For teachers holding degrees
guaranteed minimum salary in-
creases averaging more than $300
a yêar
For teachers without degrees
but with 90 or more hours of coll-
ege work guaranteed minimum
salary increases of $247 per year
For teachers with 60 to 89 hours
of college work guaranteed mini-
mum salary increases of $200 per
year
We have nearly 18000 teachers
Of this number 12000 will receive
from $2000 to $2200 minimum
5000 will receive $1500 to $2000
minimum and only 900 will receive
less than $1500
Further salary increases are
possible under local enrichment
programs Provision is made for
an increase of approximately 38
per cent in school maintenance
funds
The reorganization program gets
to the crux of the problem There
are more than 1100 school - dis-
tricts in Oklahoma which main-
tain no schools Children from
these districts are transferred to
other districts upon payment of
N'ery nominal transfer fees The
tax levy on property in these dis-
tricts is usually very low In
man Y cases no levy at all is plade
for school purposes
The 1!?gislation provides that all
districts which transfer all of
their pupils to another district
will become a part of the district
to which their pupils are trans-
ferred In other cases where districts
transfer all of their pupils to
schools in several adjoining dis-
tricts the electorates of transfer-
ring districts will be permitted to
designate which districts they wish
to join
In districts maintaining schools
where the average daily attendance
is less than 13 annexation to an
adjacent district or districts or to
the bighschool district in the same
transportation area will be order-
ed exeeptwheredistrictsare de-
clared isolaCed by the State Board
of Education In isolated districts
schools will be maintained on their
present basis
There are 853 districts maintain-
ing schools with an average daily
attendance of less than 13 Ap-
proximately one-half of these
probably will become isolated dis-
tricts and the remainder will be
annexed to other districts -
It is estimated that elimination
of waste caused by the operation
of so many small units plus ad-
ditional funds produced by reor-
ganization of taxing districts will
provide an 'additional two million
dollars for schools
Automobile and gross produc-
tion tax funds will go only to dis-
tricts which levy 15 mills Under
this provision districts receiving
state aid must qualify for that aid
on an equitable basis -

eral that had intended to attend

ed at the Norman Helm home
Sunday morning
Mrs Norman from Woodward
Oklahoma was visiting her daugh-
ter Mrs Clifford Hinds of this
community at the time of the
awful cyclone They left for wood-
ward the next morning to see
about things
A few from around here attend-
ed the basketball games at Keyes
last Wednesday and Thursday
nights and the play and box
supper given by the Freshmen
class Friday night
Mr and Mrs Paul Cooper made
a trip to Elkhart Tuesday of last
week

To the Honorable Excise Board of Cimarron County Oklahoma
Gentlemen: We hereby certify that under authority of Section
12680 1931 the Public Welfare of Cimarron Oklahoma requires ad-
ditional appropriations for current expense in the fund above named
herein detailed and submitted as Exhibit B hereof and that we sub-
mit for cancellation unencumbered balances less urgently needed de-
tailed in Exhibit A hereof for which current revenues and levies have
been provided We respectfully request that you reappropriate said
revenues and levies to the extent herein detailed and scheduled
Done in a meeting of the Governing Board of said Municipality as
recorded in the minutes of the Secretary or Clerk of said Board and
signed at Boise City Oklahoma this 20 day of April 1947

Cy Hartman finally cot his new
barn painted but plenty of folks
had a hand in it Whenever some-
one got a free day or a little extra
time they'd come over and help
out with paint and brush
And Cy to show his apprecia-
tion held a big "barn warming"
Saturday—for all the folks who'd
wiped him (but not barring those
who couldn't) Ma Hartman sup-
plied sandwiches and Cy rolled
out a mellow keg of beer
You'd never think of a barn as
"homelike" But with those lanterns
