HEALTH NOTES
DR G N BILBY

THE STANDARD MILK
ORDINANCES
In a recent article entitled "A
'State Wide Milk Sanitation Pro-
tgram" the U S Public Health Ser-
vice Standard Milk Ordinance was
iccommended to the cities and
I towns for adoption This article is
to explain a little more in detail
the operation or the Standard Ord-
inance and Milk Control Code
The Standard Ordinance class-
ifies the milk into four grades
A B C and D and the grade of
the milk is required to be marked
on the bottle cap The purpose of
the ordinance is to secure a safe
sanitary milk supply and to estab-!
lish a uniform system of milk in-
spection The standard for grade "A" is a
set of 25 protective and sanitary
rules for raw milk and 24 addition-
al items for the pasteurizing plant
for pasteurized milk Plants must
not use ungraded milk and the final
grade of the pasteurized milk Ge-
pends upon the grade of the orig-
inal raw milk used and also the
construction and operation of the
milk plant pasteurizing equipment
The same grading is used for this
milk as that used for milk which
I is to be sold raw Grade "A"
pasteurized milk has the additional
factor of safety of being properly
pasteurized in a grade "A" plant
The 25 items for grade "A" may
be briefly summarized as follows:
I Cows: Must be healthy and
tuberculin tested
2 Dairy Barn: A well lighted
ventilated clean dairy barn must
be provided and must not be used
for other dairy purposes The floor
must be of concrete and kept clean
at all times and well drained
3 Milk House or Room: A sep-
arate milk house or room must be
used for the handling of milk and
for the cleaning handling steriliza-
tion and storage of the milking
equipment bottles etc The
family kitchen or any room used
for living quarters cannot be used
The milk room must be screened
well lighted and ventilated and
painted on the inside
4 Toilet: A sanitary fly proof
toilet is required on all dairies or
dairy farms
5 Water Supply: The water sup

ply used on the dairy farm for
washing utensils etc must be of
a safe sanitary quality and must
be adequate
6 Utensils: Bottles cans etc
must be of proper construction and
must be properly cleaned and
sterilized by steam or chlorine
solution All such equipment must
be stored in the milk house not
exposed to flies or dust Small
top milk pails must be used
7 Milking: The udders teats
and flanks of the cows must be
cleaned at the time of milking
The milker must wear clean cloth-
ing and milker's hands must be
clean
8 Bottling and Capping: Milk
must be bottled in a sanitary man-
ner in clean sterile bottles Sterile
bottle caps must be used
9 Health Certificates: Health 1
certificates are required for all
dairy employes and milk handlers
All of the above items must be
complied with for grade "A" and
the bacteria count of the milk all
shown by laboratory examination
must come within the limits for
the particular grade If certain
items are not complied with or if
the bacteria count is high the milk
is given a lower grade according to
the items violated
No dairyman or milk plant op-
erator should begin labeling milk
grade "A" until authorized by the
state health department The um-
authorized use of the grade label
is a violation of the purl food and
drug laws"
