whether the alliance needs re-
vamping and, if so, what form
a remodelled defense alignment
should take.
Major differences have come
to the fore in the 15-nation alli-
ance. France follows a go • it-
alone policy while the United
States seeks an even closer de-
fense integration between Eu-
rope and America. Some of the
smaller partners are restive
about the expense and commit-
ments to which their NATO
roles bind them. There are dif-
ferences about the command
set-up.
Allied chiefs plan to meet lat-
er this summer to try draw up
the military targets of NATO
for the next five years. But
they are greatly handicapped in
their task by controversies
within the group.
Times Change
The problem, broadly, is this:
NATO was designed 15 years
ago to meet the challenge from
Stalinist Russia which at the

SANTA FE, N.M. (UPD-The
fact is the people around here
just do not like billboards.
And so nobodv was much sur-
prised when billboard vigilantes
struck again recently.
More than a dozen signs
around this 350-year-old city
have been chopped down in the
past decade, not to mention
those sprayed with black paint
and even burned.
The latest attack took place
north of Santa Fe on the busy
highway to Taos. A restaurant
had set up four large billboards
along the highway, and one
morning they were splashed
with black paint. The restaurant
owner relented and elaborately
chopped down the signs him-
self.
The so-called vigilantes, a
group of unidentified citizens,
made their first known attack
about 10 years ago near Taos.
Their dispute was with a sign
firm that put up billboards on
Indian lands.
When a state policeman one
night stopped a man from saw-
ing down the billboards with a
chainsaw, the lone vigilante
questioned the patrolman's au-
thority on Indian land. As it
turned out, no one but federal
officers have authority on Indi-
an land, and the local FBI of-
fice did not give a hoot.
When the anti-billboard crowd
heard about that, a sudden rash
of billboard burnings took
place. Signs in northern New
Mexico became as insecure as
a June snow.
Since then, signs in all shapes
and sizes have been destroyed,
some nuite obenly Businessmen
complain, but local citizens
generally agree with the vigi-
lante action.
