BILLY MINK MAKES A
DISCOVERY
Nx7 IIEN Billy Mink slipped
through the hole under the
floor of the shed at the back of
the farmer's house his one thought
was to find a comfortable place for
a nap Ile found it without any
trouble You know Billy is not fussy
and he can curl up and sleep al-
most anywhere lie had stuffed him-
self so with that fish he had found
jwt outside of the hole that he
felt too lazy to explore So he picked
out the firA comfortable looking
place he came to and there curled
up for a nap
When Billy awoke he couldn't first
renieinher where lie was Then he
recalled the lIh and how he had
slipped in under the shed floor
-Nov I an here I may as well
find offi all about this place"
thought Billy and got to his feet
Ile yawned and stretched and then
began to rim ziround underneath the
floor of the shed tiing his noiHie as

all a familiar scent ticHed his nose
"Ah hal" exclaimed Billy Ntink
"So this is vi here those rats came
when they left the big barn! Fro
not hungry hut I Nntainly you'd
enjoy a good hunt I haven't hunted
anything bigger than a mouse for
ever so long"
Away Billy raced with his nose
to the ground following the scent
of a rat It didn't fake him long to
find a nest under the shed floor
But there was no one in that nest
The rat smell was very strong and
Billy knew that rats had been there
only a short time before The fact
is the rats who owned that nest
had discovered Billy Nlink and had
promptly moved into the house
Billy eagerly followed the trail It
led him to the hole which led in
between the valls of the house
Without hesitating a second Billy
popped through following that

never been in such a place before
But Billy knew that where a rat
could go he could go and so he
lid lowed climbing up between the
walls of the 1V-111SC until at last he
reached the attic
He could hear the scampering of
many feet and he could hear the
squeaks of fright so he knew that
the rats knew he was there Once
in the attic Billy found the rat scent
everywhere It was useless to try
to follow with his ncre because the
rats Lad crossed zind recrosed each
other's paths so often that the trail
was all mixed up
But if Billy couldn't trust to his
nose he could trust to his ears The
sound of scampering feet and the
frightened squeaks told Lilo 'here

L'Olt economy in construction it
is twinning the custom to build
small hotHes without cellars One
method is to dig trenches for the
foundation valls and their tootings
and to fill the spice between with
a concrete slab For small houses
that are light in velitht foundations
arc not necessary The shah is some
feet larger than the hointe all
around v'ith the lioue kVa!IS resting
on it ‘Vith this construction the
slab should have steel retriforne-
ment With prorer methods either
plan is satisfactory and reduces
the cost of the house by about 15
per cent—that Leing the usual rela-
tion of the cost of a finished cellar
to that of the houct The concrete
slab should be ‘vaterrrool and
should be insulated to prevent the
chtlitag of the finied floor kVith
foundation walls the concrete slab
should be so tirrIlly 10!lit'd to them
that cracks cannot develop Ore
excellent method of hondrz is to
set reinfoR'ing stris into the
at time proper levet so thit When
the concrete slab is poured it will
Le rigidly commented to the wails
The earth should be excavated
for eight inches or more and re-
placed with cinders tightly packed
and leveled This will provide a
good degree of insulation For
waterproofing the cinders should be
covered with heavy waterproof felt
Adjoining sheets should be over-
lapped by three inches and the
ends and edges should he carried
Up the inside of the foundation wall
to above the level of the finished
floor The concrete is poured on
top Plenty of time should be al-
lowed for the thorough drying of the
concrete before the further fiaishing
of the floor
Even with this waterproofing of
the floor it will be unsafe to lay
a Nood Poor in direct contact with
it because of possible rotting When
the concrete has dried out it should
he painted with a thick layer of
liquid asphalt While this is still
soft wood flooring is laid on it and
will become firmly bound to the con
the results would not show that
some error was prevalent but that
a perusal of the swing from this
point afTords good rellectiou For
instance the position at the right
in the above illustration shows
clearly that the player has loft his
weight largely on the left leg
throughout the stroke In a man-
ner it is a position similar to many
a ball player's method of batting
Up pop flies Instead of a true swing
it is really an application of lever-
age Possibly such a player is bothered
by a chronic slice as the clulihead
cuts across the hall from left to
right caused by this method of hit-
ting In the loft hand figure the
true weight transference from the
right foot to the left has taLen 11ace
From this position it Si olvious that
the clubhcad has come onto the biall
straight along the line of flight with
correct swinging motion At the
finish the playor is in a position of
perfect balance and relaxation
quite different from the tense figure
at the left

to let President Roosevelt's radical
court reform legislation stew until
the country is heard from There is
no doubt in my mlnd nor in the
minds of other observers here that
representatives and senators are
anxiously awaiting Nvord from their
constituents because if any issue
ever vas loaded with political dyna-
mite the plan to pack the Supreme
court of the United Stales with six
additional judges surely contains
highly explosive elements
The facts I have mentioned in the
above paragraph explain largely
why there are so many senators and
Ifouse members who remain non-
committal on the issue They want
to know which way to jump Actu-
ally I believe as many as half of
them are going to try to determine
which band wagon they ought to
ride—whether they ought to go
against the President or for him
In other words the spot they are
now on is not nearly so hot as the
one upon which they may find them-
selves if they guess wrong at this
tone No politician will ever jump
from the frying pan into the fire
knowingly
In the meantime the debate
rages Out and out supporters of
President Roosevelt the kind of men
who follow him blindly because he
is their leader and the extreme op-
position type who are against the
President regardless of his position
are battling for public attention The
radio is being used to an extent as
great if not greater than occurred
in the last campaign Those who
are committed for or against the
President's reform propOsition are
anxious to sustain their 'positions
and the tcmainder of the national
legislature is egging on the more
bold members in order that those

to be Irla'ie at once and hold! that
the tremendous majority by Ouch
he was re-elected gives him author-

now stands there is every prospect
of considerable delay and from the
way I analyze the circuriatances
delay will provide the vast majority
