And despite what the critics
would have you believe this
session has been a very produc-
tive one
For example:

state health officials
"In the last few years
Oklahoma has ranked among
the top 10 states in the nation
for the number of rabid ani-
mals We urge all owners of
domestic animals to make sure
their animals are up-to-date on
rabies vaccinations" said Dr
Tom Peace state health com-
missioner There were 65 confirmed
cases of rabies last year in
Oklahoma and at least 200
Oklahomans received rabies
vaccinations as a result of
known exposure to animal ra-
bies In addition to the emo-
tional distress felt by persons
who have had possible expo-
sure to rabies the shots cost be-
tween $1000 and $1500 for the
average adult
Health officials say rabies
in Oklahoma occurs predomi-
nantly in skunks however

reform bill House Bill 1017
This year alone we have ap-
propriated more than $53 mil-
lion in increased spending for
education reform
We have developed and
passed tougher anti-crime tools
which give law enforcement of

wild warm-blooded mammals
including bats coyotes foxes
and raccoons should be consid-
ered rabid unless proven other-
wise by testing These animals
especially skunks attack dogs
and cats The dogs and cats must
then be quarantined for six
months or euthanized at a vet-
erinarian's office unless they
have been properly vaccinated
If they have been properly vac-
cinated they must be revacci-
nated and watched at home for
symptoms of rabies for 90 days
Rabies is introduced into an-
imals from the bite of a rabid
animal or when the rabid ani-
mal's saliva enters a cut on the
skin or enters into the eye
mouth or nose The disease is
nearly always fatal
Recommendations stressed by
health officials for controlling
rabies include:
-All dogs and cats should be
vaccinated at 3 months of age
and regularly thereafter It is
also recommended that valu-
able livestock in high rabies
areas also be immunized
against the disease
-Vaccinating wildlife is not
recommended since no rabies
vaccine is licensed for use in
wild animals Neither wild nor
exotic animals susceptible to
rabies should be kept as pets
-Avoid contact with stray or
wild animals and immediately
report them to local animal
control
-Animal bites should be
washed with soap and water
immediately and bitten per-
sons should seek medical atten-
tion -All bite incidents should be
reported to the local health
department The health de-
partment investigates bite in-
cidents to determine if humans
or other animals were exposed
to rabies
