city of Edmond have deemed it advisable to extend and improve
the waterworks and sewer system in order that the same be ade-
quate for our present and future needs A proclamation for an
election appears in this issue of the Enterprise
Not only is this a progressive step by our city officials but
a step toward protecting the health and property of our citizens
Furthermore Edmond is growing by leaps and bounds and
will continue to grow That is no idle dream or false publicity
We must build for the future which is always economy in the end
The present water and sewer system was built when Edmond
was a small town Now we have grown into a city and have out-
grown many of our city propyrties It becomes our duty now to
improve for present needs as well as the future

OP SAID BONDS AND DECLARING
AN EMERGNECY
WHEREAS it is deemed advisable
by the City of Edmond Oklahoma
County State of Oklahoma to ex
tend and improve the waterworks sys-
tem in aud owned and controlled ex-
clusively by said city and
tVIIEREq the estimated amount
necessary for such purpose is 827-
000: and
WHEREAS there are no funds in
the treasury for such purpose and
Power Is granted said city by Section
27 Article 10 of the Constitution and
laws of the State of Oklahoma to is-
sue bonds to provide funds for such
purpose provided the sante be au-
thorized by the qualified property
taxpaying voters thereof voting at an
election held for that purpose There-
fore BE IT ORDAINED BY THE MAYOR
AND COUNCILMEN OP THE CITY OP
EDNIOND STATE OF OKLAHOMA:
BECTIoN 1 That the Mayor be and he
is hereby authorized and directed to
call a suede' election to be held in
said city on the 8 day of January
1929 for the putpose of submitting to
the qualified property taxpaying vot-
ers thereof the following proposition:
SHALL the City of Edmond
State of Oklahoma incur an in-
debtedness by issuinr its negotia-
ble coupon bonds Iii the BUM of
Twenty-seven Thousand Dollars
($27000) to provide funds for the
purpose of extending and im-
proving the waterworks system
to be owned exclusively by said
city and levy and collect an all-
hind tax in addition to all other
taxes upon all the taxable prop-
erty in 'mid city sufficient to pay
the interest on said bonds as it
falls due and also to constitute a
sinking fund for the payment of
the principal thereof when due
maid bonda to bear interest at not
to exceed the rate of six per
centum (6) per annum pay-
able semi-annually and to bcome
due and payable within twelve
years from their date
SECTION IL That much call for
spill election shall be by proclamation
signed by the Mayor and attested by
tile City Clerk setting forth the propo-
sition to be voted upon the location of
the polling place'' the hours of open-
ing and closing the polls and the
HUMPH of the officerm who shall con-
duct said election that the ballots
alien set forth the propomition to be
voted upon substantially as set out
in Section I hereof and that the
returns of said election shall be
made to and emueased by the county
election board
SECTION I II That by reason of
said city being without adequate
' waterworks facilities it is deemed and
hereby declared tiecemsary for the
preservation of the public health
peace and safety that Said water-
works system sii01 be extended and
