at the Opera House last Thursday
night by the High School Glee Club
under the direction of the supervis-
or of music in tho public schools we

money being spent in teaching the

ent displayed wan remarkable when
it is taken into consideration that
less than a year ago the performers
practically knew nothing about

The Missouri Oklahoma A Gult
railroad chartered and building un-
der the laws of Oklahoma offered
bonds for sale in Paris France
April 20th this year In six days
$6000000 or twice the amount
asked for had been secured and
with this money the road will ex-
tend from Wagoner Okla to Kan-
sas City Mo Does this look as
though there was no money avail-
able for Oklahoma railroad projects?
At tlie recent session of the Amer-
ican Conference of Charities at St
Louis seven delegates were elected
to represent the United States at
the International Conferenc uf Pub-
lic Relief and Private Philanthropies
which is to meet at Copenhagen in
August Two of these seven dele-
gates elected are Miss Kate Barnard
of Guthrie and Dr J H Stolper of
Krebs Not only in this election an
honor to the individuals elected but
a signal honor to Oklahoma in that
it is tho only state in the Union
from which more than one delegate
was selected It shows the Impres-
sion made on the St Louis confer-
ence where 3200 delegates were in
attendance by the delegation repre-
senting Oklahoma
Advocates of the proposed rail-
road amendment say its adoption
will bring $75000000 into the state
for railroad construction within a
year and that this will reduce taxes
Will it? The railroads secured
their Injunction against the two
cent fare and the corporation com-
mission rates by telling the federal
court that they were worth $60000
per mile and could not make any
money upon their investment Now
they have secured injunctions in
practically every county in the state
to prevent collection of taxes upon
valuation of $30000 per mile by
telling the federal court that the
assessed valuations are too ‘high

Will those Republican editors who
are bo industriously preaching the
gospel of high taxes to the people
of the state please tell them why
territorial taxes unde a Republican
administration for the last five years
of territorial government were five
times as great as state taxes under
a Democratic state government? The
average territorial tax rate for tlie
five years prior to statehood was
64 mills Such are the figures
shown by the old territorial records
at Guthrie These figures were
made by Republican officials and the
records were entered by Republican
officials We are simply referring
them to their own figures and their
own records
Tiie railroad argument for tlio
proposed Carter amendment to tlie
constitution to be voted upon June
11th says that railroad building
ceased with statehood in Oklahoma
and has been at a standstill ever
since The corporation commission
shows 260 miles of standard steam
road built since statehood 600 miles
now in active construction and the
Railway Record published in Chi-
cago states in its Issue of May 1 4
that Oklahoma has chartered 19S6
miles of new road since January 1
against 645 miles In Georgia 245
miles in Arkansas 400 mjlgs in
Mississippi 30 miles in MImouN- 85
miles in Virginia etc Texas with:
four times the area of Oklahoma
exceeds Oklahoma’s chartered mile-
age the first four months of this
year by 259 miles Texas Ib the
only state that exceeds Oklahoma
and the only state that restricts the
railroads as to ownership Identical-
ly the same as does Oklahoma

cities to abolish tho o’d ward sys-
tem and adopt a Twentieth century
movement of progressive American
form of municipal government
"Yesterday It voted by a majority of
more than five to one for a charter
that provides for the commission
plan
The McAlcBter charter is in
many respects a model It Incor-
porates the best provisions of the
Iowa and Kansas laws it provides
for an enforced referendum of fran-
chises and also makes provision for
the referendum of ordinances by
petition The Initiative and the re-
cull provisions are also included in
tho new law
McAlester is a city of twelve or
fifteen thousand inhabitants and
there is no city in all the great
southwest that surpasses It in en-
terprise and civic pride It was
that spirit that reflected McAlester’s
dissatisfaction with the handicap of
an Inadequate city government and
made the demand for a modern civic
rule practically unanimous In yes-
terday's election
