Money Crisis
Halts Issues
Of Ramparts
DENVER (UPD - About 130,- 4
000 copies of the March issue
of Ramparts magazine are be-
ing held up in a Denver print-
ing firm's storage rooms while
the publication's editors try to
raise sufficient funds to solve a
financial crisis.
A member of the Ramparts
board of directors in San Fran-
cisco said Tuesday the maga-
zine "doesn't now have the
money to send the issues to
subscribers.”
DUGALD Sterner, the board
member and Ramparts art di-
rector. blamed "lack of support
by advertisers" for the revenue
shortage that has blocked the
mailing of the March issue of
the magazine.
He said the magazine was
attempting to "beg or borrow"
the needed funds.
The magazine, published in
San Francisco, is printed in Den-
ver by the Smith-Brooks Pub-
lishing Co. Its subscription list
is handled by Neodata Services
Inc., of Boulder, Colo., which
does the same work for Esquire
and other national publications
George Lind, Smith-Brooks
executive vice-president, said
the magazine can’t be mailed
until Neodata releases the mail-
ing list
LIND said that financially
Smith-Brooks has no problem
with Ramparts. He said part of
the problem might be that the
magazine "needs money at the
post office to pay postage.”
Ramparts has sent out tele-
grams to its subscribers urging
them to contribute $10 or more
to alleviate the financial crisis.
Stermer termed the response to
the telegrams "gratifying,” but
would not estimate how much ,

OKLAHOMA CITY (AP)-
The House suspended its rules
Tuesday for introduction of a
bill raising the interest limit on
turnpike bonds from five to six
per cent.
Gov Dewey Bartlett said the
bill, if passed, would remove
"the barrier of low interest
rates for the construction of two
turnpikes.”
The governor referred to a
proposed turnpike from Tulsa
to Interstate 35 and a proposed
pike across Oklahoma City.
Routes Proposed
Two routes have been pro-
posed for the Tulsa turnpike.
Roth toll roads, engineered by
the Oklahoma Turnpike Author-
ity, would begin at Tulsa. One
proposed route would be from
Tulsa to Pern with an 812 mile
loop to Stillwater, while the
other would be from the Port of
Catoosa area to Ponca City.
Bartlett said the bill would al-
low construction of a toll road
in Oklahoma City also. He said
the Oklahoma City and Tulsa
pikes would be "tied together”
with the state’s present turn-
pike system.
Bartlett said the Turnpike Au-
thority had taken no action on
the proposed Tulsa-to-135 routes
because the interest rates on
bonds were higher than the five
per cent limit now in force.
The governor said the Turn-
pike Authority will make an ef-
fort to move ahead if it has the
support of the bond people.
Decision Needed
"The final decision lies with
the bond people,” he said.
“Their green light is essential.”
Only one of the proposed Tul-
sa routes will be constructed.
The proposed Tulsa-to-Perry
route would connect western
would connect the Tulsa-port
areas. Preliminary cost esti-
mate of the proposed 75-mile
rollroad is $42.2 million.
The Ponca City route, which
would connect the Tulsaprt
areas with northern Oklahoma
and southern Kansas, also
would extend 75 miles, but
would be slightly cheaper at
$42 million.
Early feasibility studies of the
two proposed routes indicates
neither would pay its way.
