tive order in the civil rights field is expected to be
aimed at discriminatory hiring practices by the govern-
ment and by federal contractors.
Kennedy’s forthcoming order might direct all fed-
eral agencies to adhere strictly to a non-discriminatory
policy both in hiring and promoting employes, and re-
quire establishment of compliance offices in each

tee approved President Kennedy’s controversial nomi-
nation of Charles Minor Meriwether as a director of
the Export-Import Bank Thursday. The vote was 5 to 4.
Chairman A. Willis Robertson (D-Va.) announced
the one-vote margin of approval after Meriwether was
sharply questioned for more than two hours about his
past political associations with members of the Alabama
Ku Klux Klan. He denied ever being a Klan member.
Robertson told reporters he hoped to send the con-
troversial appointment to the senate floor by Monday.
