when congress resumes its convention-interrupted ses-
sion next week.
Although senate and house judiciary committees have
approved such bills there is no assurance that the Demo-
cratic leadership in each chamber will call them up
for decision during the few weeks that the upcoming
session is expected to last.
The senate committee, responding to widespread urg-
ings for a larger federal judiciary, approved last Sep-
tember a bill that would create 22 additional federal
district judges and 3 circuit court judges,
