Smiley, who was recovering
from an illness during which he
had been hospitalized, was
preparing for bed when he col-
lapsed.
Known widely throughout the
state, Smiley eame to Oklahoma
in 1921 as resident federal high-
way engineer, a position he re-
tained until bis retirement early
in IMS.
Upon hi* arrival here, there
were only 20 miles of surfaced
highways in the state During his
tenure, he helped develop the
federal-state program to 6,068
miles by 1948.
Born in Newton. N. C , Smil-
ey was reared at the family home
in Augusta county, Va., and was
graduated from Virginia Military
institute in June, 1902. He was
a member of the football team
and one of his teammate* was
General George C. Marshall, for-
mer secretary of state.
From July, 1902, to November,
1908. he served with the Balti-
more A Ohio railroad as as-
sistant division engineer. He then
served two years as resident en-
gineer and assistant division en-
gineer of the Missouri Pacific
railroad.
For the next six years, he
served as manager of Augusta
county, Va. When the Mexican
border trouble arose, he went
there as a captain in the Vir-
ginia national guard, where he
slaw, ice cream and “pop” for the
youngsters.
